chief system is often mixed.In recent years,with the continuous improvement of the level of governance and the continuous improvement of the governance system,the river chief system has gradually deepened and innovated,and the "river chief+" model has emerged.Through the deconstruction and analysis of the "river chief+" model of synergy between river chiefs and other governance subjects,so as to achieve the purpose of giving full play to collective advantages and jointly protecting the environment of rivers and lakes,and then trying to more effectively eliminate the phenomenon of direct sewage discharge in practice,this paper focuses on this.Based on the river chief system,this paper systematically puts forward the "River Chief +" model,and combines the existing literature of the river chief system and the author’s personal research to understand and understand the many governance subjects involved in "River Chief +",and conducts in-depth interviews with many subjects such as administrative river chiefs,civil river chiefs,river police chiefs,river chiefs’ offices,relevant personnel of the Environmental Protection Bureau,third-party environmental protection enterprises and residents around the river,to understand the attitudes and views of different participants on the "River Chief +" model,and to interpret and explain "River Chief+" The logic of the operation of the pattern,and then explore its further implementation paths.Using the DSIR model and layer-by-layer surface logic embedded combination,the unique operation logic of the "river length +" mode is summarized and summarized: The first layer of logic realizes the chimerization of driving factors and causal logic through interest-driven,departmental pressure-driven and the need to seek a way out of development,the second layer of logic realizes the chimerization of state factors and structural logic according to the river governance status,sewage direct discharge status and the main body coordination status,the third layer logic is to observe the impact of the model on political value,ecological value and social value from the perspective of the whole to the part,and the fourth layer logic is to "river chief+" from the realistic elements of capital,technology and development strength pattern responds.By focusing on local examples of Zhengzhou City,Zhejiang Province and Suzhou High-tech Zone using the "River Chief+" model,it can be seen that the operating logic and practical characteristics of the "River Chief+" model can be seen,because it has the characteristics of subject pluralism,regional differences,power dynamics and other characteristics,it is necessary for the government,enterprises,social organizations,the public and other subjects to have corresponding operating conditions to achieve the comprehensive promotion of the "River Chief+" model in the future.Among them,the government is responsible for building a scientific framework,which mainly includes strengthening assessment and supervision,achieving harmonious human-water relations,stimulating positive influence and value enhancement,and focusing on the cultivation of technical talents in the field of water management;Enterprises focus on enhancing social responsibility,mainly including strengthening the profit drive,cooperating with the government’s pollution control work,improving the first degree of social benefits,and improving the application system and management system of sewage treatment equipment;Social organizations actively expand water control channels,mainly including building a benefit bonding mechanism,cooperating with the government to control pollution,enhancing their own social value,and building a professional water control team;The public should have awareness of water management,which mainly includes supervising and safeguarding their own rights and interests in natural resources,actively participating in water control and water protection actions,consciously safeguarding the ecology and living environment,and strengthening the publicity of water resources and water rights.Based on the existing literature and models,this paper systematically sorts out the operation logic of the "river chief+" model,and then interprets and proves the scientific rationality of the operation logic of the model according to real cases,and attempts to explore the realization of "river chief + multiple subjects" to participate in the treatment of sewage direct discharge,in order to provide theoretical reference and reference for the comprehensive promotion of the subsequent "river chief+" model and the governance of special fields.
