Since the western development, the economic volume of the western region has made a new breakthrough. The inflow of foreign capital has promoted the sustainable economic development of the western region.Based on the new development stage, the western region has firmly grasped the major opportunity of jointly building the Belt and Road, made full use of all the internal and external beneficial factors, and promoted high-quality and efficient investment,so as to better play the role of foreign capital in promoting regional construction. However, with the continuous economic growth, there have also been excessive waste of resources, ecological environment deterioration and other problems, which have brought new challenges to economic and social development.The20 th National Congress of the Communist Party of China once again emphasized the concept of green development.Green total factor productivity can be used to measure green development by considering the influence of resource and environment factors at the same time. Therefore,by studying the relationship between foreign direct investment(FDI)and green total factor productivity(GTFP),it is important to promote the green and sustainable economic development in western China. It is of great significance to realize the green transformation of development mode.Based on the existing research, this paper studies the influence of FDI on GTFP in western China.Firstly, the development status of FDI in western China is studied.Secondly, the influence mechanism of FDI and GTFP is analyzed comprehensively. Then, using the SBM-GML index, the GTFP of the western region from 2011 to 2020 was measured, and the measured results were compared horizontally and vertically. Finally, the panel data of11 provinces, municipalities and autonomous regions in western China from 2011 to 2020 are used to empirically test the impact of FDI on GTFP in western China. The research conclusions are as follows: First, the change of green total factor productivity in western China is staged, but the overall trend is upward. And the western provinces, municipalities and autonomous regions show a certain degree of regional differences.Second,FDI in the western region will significantly promote the improvement of GTFP;Thirdly,FDI in western China has different influences on GTFP decomposition terms.Fourth, the quality of economic development, environmental regulation and the increase of import and export degree all enhance the green total factor productivity in the western region.Talent has no significant influence on the green total factor productivity in the western region. The increase of industrial structure and government financial expenditure will significantly restrict the improvement of green total factor productivity in the western region. Finally, this paper puts forward policy suggestions from the aspects of perfecting the mechanism of attracting investment, enhancing the ability of attracting investment, increasing the construction of talent team, attracting the return of talents, optimizing the industrial structure, promoting green development, giving play to government functions and creating a good environment.
