Research On Problems And Countermeasures Of Customs Information Supervision Of Hazardous Chemicals

With the accelerated evolution of the global technological and industrial revolution and the continuous emergence of technologies such as big data,artificial intelligence,Internet of Things,cloud computing and blockchain,the Customs Department has established the strategy of "technology-enhanced customs" and has clearly defined in the 14 th Five-Year Plan for Customs Development In the 14 th Five-Year Plan,the goal of "building a fully intelligent customs service by 2025" has been set.There is an urgent need to empower the supervision and inspection work with technological innovation and intelligent development technology,further enhance the ability of front-line supervision and inspection,and strive to improve the ability and level of customs technology application to cope with the changing new pattern and new risks.Since the integration of customs and inspection in 2018,customs has become the competent authority for import and export inspection of dangerous chemicals.The special nature of hazardous chemicals makes it a greater safety risk,so it has put forward higher requirements for the safety management of customs supervision of hazardous chemicals.After years of development,the field of import and export of dangerous goods has established a relatively complete regulatory system.However,there is still great potential and broad prospect in the development of information-based supervision.This study starts from the historical development and management status of customs dangerous chemicals supervision,combines the development of information technology,and conducts research and analysis on the application cases of dangerous chemicals supervision information means(automatic chemical hazard assessment system,dangerous chemicals supervision technical personnel training and examination system,etc.).Starting from on-site inspection,training and examination,laboratory testing,etc.,we use interviews,case studies and other investigation methods to propose the main problems of the current customs supervision of dangerous chemicals,and use the relatively mature technology empowerment theory and collaborative governance theory in management to analyze the causes of the problems.In view of the key aspects of information technology application in customs supervision and further development direction,we propose forward-looking and feasible suggestions for improving customs supervision of dangerous chemicals from the perspectives of building information platform,talent training,technological means and laboratory development.
