Study On The Current Situation And Countermeasures Of Import Supervision Of Hazardous Chemicals By Dalian Customs

The import supervision of hazardous chemicals（hereinafter referred to as hazardous chemicals）involves many departments.As the national entry and exit supervision and administration organ,the Customs has important responsibilities for the import supervision of dangerous chemicals at ports.Customs supervision and service are not two poles of seesaw,and there is no contradiction between their strengths and weaknesses.On the issue of Import Supervision of hazardous chemicals,how to find out measures and methods to strengthen supervision and optimize service is related to the vital interests of import and export enterprises,and building a strong national security line,and social stability and development.From the perspective of Dalian customs,based on the theory of risk management and new public service,this paper uses the methods of questionnaire,interview and comparative analysis.Firstly,it finds out the existing problems in the import supervision of hazardous chemicals from five aspects: risk identification,risk analysis,risk assessment,risk disposal and performance evaluation The results show that the supervision mode is not effective enough,the enterprise has false report,hidden report and missing report,the rectification of potential risks is not in place,and the administrative and enterprise costs are high;Secondly,according to the five main characteristics of service-oriented government,such as competitiveness,responsibility,rule of law,public service and reasonable decentralization,this paper analyzes the causes of the problems from three aspects: legal framework,management concept and supervision guarantee;Furthermore,based on the experience of foreign countries（the United States,the European Union,Japan）and domestic（Shanghai Customs,Tianjin Customs）,according to the macro meso micro level,this paper puts forward five countermeasures and suggestions on the import supervision of hazardous chemicals in the customs area,which are to strengthen the study of laws and regulations,promote the concept of accurate supervision,strengthen the construction of supervision team,strengthen the construction of supervision team,strengthen the supervision of hazardous chemicals in the customs area Improve the level of goods testing,improve the external coordination mechanism,aims to achieve the double promotion of strict and efficient supervision and improving the efficiency of customs clearance.
