Study On The Influence Of The Integration Of Industrialization And Industrialization On Industrial Environmental Governance In China

Since the 18 th National Congress of the Communist Party of China,a new chapter of socialist ecological civilization with Chinese characteristics has been written.We adhere to the construction of ecological civilization as the millennium plan for the sustainable development of the Chinese nation,integrate green development,industrial ecology,and ecological industrialization into the entire process of political,economic,cultural,and social construction,and propose a series of practical and feasible theories and methodologies based on reality.The 14 th Five Year Plan for National Economic and Social Development of the People’s Republic of China and the Outline of Longterm Objectives for 2035(referred to as the "14th Five Year Plan")emphasizes the need to focus on pollution source control,as well as the coordinated treatment of multiple pollutants,weaken regional boundaries,and integrate regional forces to promote pollution reduction and carbon reduction.In the report of the 20 th National Congress of the Communist Party of China,it is clearly pointed out that the current environmental pollution problem is still prominent.Next,we need to continue to promote pollution prevention and control vertically and deeply,eliminate heavy polluting weather,accurately and scientifically control pollution,and solidly move towards green,circular,and low-carbon development.Driven by the "dual carbon" goal,under the premise of irreversible industrialization and urbanization processes,and against the backdrop of vigorously promoting environmental pollution prevention and control,it is a realistic and urgent task for industrial enterprises to find the right path to accelerate transformation and green development.Furthermore,the "Fourteenth Five Year Plan" for Deeply Integrated Development of Informatization and Industrialization proposed that in order to achieve high-quality development and innovative development of Industrial Internet,and help digital,intelligent,and scenario based transformation,we should do a good job in guiding the integration standards,build new infrastructure for integration,create new ecology for integration,and promote the healthy development of new business types such as personalized customization,networked management,digital and intelligent production.Therefore,studying the relationship between the integration of industrialization and industrial environmental governance has important theoretical and practical significance.This article mainly includes the following seven chapters.The first part is an introduction,mainly including the research background and significance of the paper,literature review of existing research,article content and framework,introduction to research methods used,innovation points and shortcomings,etc.In the second part,this paper conducts in-depth analysis on the two core research objects-integration of industrialization and industrialization and industrial environmental governance from the three levels of concept source,connotation and extension,and puts forward two assumptions of the mechanism of action based on combing the theoretical basis: there is a linear impact and mesomeric effect between the two.The third part is the analysis of the current situation.Mainly analyze the current situation of national and regional differences in the four dimensions of integration of industrialization and informatization,as well as the three dimensions of "three wastes" in industrial environmental governance.The fourth and fifth parts use the comprehensive index method to measure the level of integration between industrialization and industrialization and the level of industrial environmental governance in 30 administrative units in China from 2006 to 2021.The sixth part constructs the model,uses the fixed effect model to test from the full sample and sub region,and then conducts the mesomeric effect test to prove the correctness conclusions of this article are as follows: Firstly,overall,both the level of integration of industrialization and industrialization and the effectiveness of industrial environmental governance in China have shown a continuous upward trend in recent years,and the growth rate has accelerated.From a regional perspective,the eastern region,relying on its good economic foundation and resource advantages,performs better than the central and western regions in both aspects.However,it is worth noting that in the western region,such as Sichuan and Chongqing,the momentum is strong.There is a significant imbalance in the internal development of the region,such as Liaoning Province and Heilongjiang and Jilin provinces in Northeast China;Between Beijing,Shanghai,and Hebei in the eastern region.Secondly,different factors have different impacts on industrial environmental governance.From the perspective of the entire sample,the level of integration of industrialization and industrialization significantly contributes to the improvement of industrial environmental governance,while the intensity of energy dependence and openness to the outside world have a negative impact on it;From a regional perspective,rapid economic development is not conducive to the improvement of the industrial environment in the central and western regions.Third,from the perspective of mesomeric effect mechanism,green technology innovation of industrial enterprises can play an indirect role in the process of integration of industrialization and industrialization to promote industrial environmental governance.Based on the research findings,it is recommended to accelerate the improvement of industrial environmental governance from three aspects: continuous improvement of technological innovation,environmental collaborative governance,and regional policy differentiation.There are two main points of research innovation: firstly,when measuring the level of integration in this article,both from the theoretical framework and empirical evaluation,the new impacts brought by the development of the digital economy are considered,in order to make a contribution in this regard;The second is to empirically test the promoting effect of the integration of industrialization and industrialization on industrial environmental governance,while using green technology innovation as an intermediary variable to study its role in promoting industrial environmental governance and promoting the green transformation and upgrading of the Chinese economy.In the future,we can have a more comprehensive understanding of the current situation of the integration of industrialization and industrialization by continuously improving the indicator system.
