As China enters a new stage of development, economic growth has shifted from high-speed growth to high-quality development, and ecological problems caused by economic development need to be solved urgently. The major ecological environment of carbon emissions has been paid more attention to.Energy consumption has a direct and significant impact on carbon emissions, and the optimization adjustment of the energy consumption structure is the only way to achieve the goal of carbon emission reduction. This requires the transformation and upgrading of economic organizations and development methods while achieving the transformation and upgrading of energy consumption, strictly control the energy consumption structure, enhance the quality and efficiency of energy utilization, and control the energy consumption and strength of carbon emissions. To this end, this article selects China’s important economic regional Yangtze River Economic Belt 11 provinces from 2000-2019 related data. The measurement clarifies the characteristics of its energy consumption structure and the space-time changes of carbon emissions.Use the LMDI method to decompose the effect, and establish an index system to evaluate the low-carbonization level of the energy consumption structure, and propose the emission reduction path and suggestions based on the energy consumption structure.Data resolution measurement results show that due to the historical inertia caused by natural endowments, the energy consumption structure of the Yangtze River Economic Belt is "rich coal lack of oil and less gas".In the development of clean energy development,it continuously develops in the direction of reducing fossil energy and increasing clean power.Among them, the upstream area has a ratio of natural gas consumption ratio and the proportion of clean power consumption higher than the overall level. The proportion of natural gas consumption in the middle reaches is low,and the downstream region is similar to the overall level. The level of energy consumption structure in Shanghai and Sichuan Province is the highest level, and the level of energy consumption structure in Anhui and Guizhou Province is the lowest.Due to economic development, the total carbon emissions and intensity levels of the Yangtze River Economic Belt are relatively high, but they are inspired by environmental protection policies. The growth rate has been significantly reduced since 2011,and it has continued to approach the goal of carbon peaks.Among them, due to the economic development level and technological differences, the total carbon emissions level in the upstream provinces is low,and the strength level is slightly higher than the overall. The total emissions of medium reaches are at a moderate level, and the intensity is slightly lower than the overall level. The total emission level of downstream provinces is the highest, except for Anhui Province, the strength of Anhui Province is lower than the overall level.Regarding the impact of energy consumption structure on carbon emissions, this article proposes that economic growth and its technological progress have changed the demand for energy consumption. On the one hand,it improves the overall utilization efficiency of energy, and on the other hand,it promotes the diversification and greenness of the consumer structure, resulting in a reduction in total carbon emissions and carbon emissions intensity. The empirical inspection of the panel regression model shows that in general, the energy consumption structure has a significant positive impact on the total carbon emissions and the intensity of carbon emissions.Specifically, the higher the proportion of fossil energy consumption The higher the emissions intensity, the opposite of the clean energy consumption ratio. At the same time, the larger the diversity of energy consumption structure, the lower the total carbon displacement and carbon emissions strength;the further heterogeneity analysis found that the level of economic development affects the relevant effects of the correlation. In areas such as downstream and other economic development levels, the proportion of fossil energy ratios in the energy consumption structure on the positive impact of total carbon emissions and the intensity of carbon emissions is lower, and the diversity of energy consumption structure on the negative direction of the total amount of carbon emissions and the intensity of carbon emissions intensity The impact is higher. The LMDI method decomposition results show that due to the consumption of high fossil energy consumption, the current energy structure effect is the second major effect that affects the scale of carbon emissions. In the long run,it has a high positive impact on carbon emissions.Decrease trend.Among them, the effects of upstream and middle reaches are moderate.Except for Shanghai, the overall effect level of the downstream areas is still high.At the same time, this article has established a low-carbon target layer based on the energy consumption structure, with the low-carbon economy development(E1)representing the economic system, the low-carbon energy consumption(E2)representing the energy system, and the low-carbon environmental protection representing the environmental system(E3 E3)Waiting for the first-level indicators, covering 11 specific indicators of the Yangtze River Economic Belt Energy Consumption Structure Low-Carbonization Evaluation Indicators System. The measurement results show that the overall level of low-carbonization in the energy consumption structure of the Yangtze River Economic Belt is rising.Since 2012,the growth rate has increased significantly. The average level of low-carbon energy consumption has the greatest impact on the overall index.Among them, the overall level of the upstream areas is high, the middle reaches are at the average level, and the levels of downstream areas are large.Based on the above analysis, this paper puts forward seven paths and suggestions for emission reduction in the Yangtze River Economic Belt around the energy consumption structure.First, reduce energy emissions with green energy utilization, continuously improve the efficiency of green energy use,and expand the installed scale of green energy. The second is to improve energy efficiency with energy technology innovation, focus on renewable energy generation technology, promote the construction of new power systems, promote the green transformation of traditional energy utilization, and ensure the elements of energy technology innovation. The third is to optimize energy consumption with industrial structure upgrading, give play to the leading role of government policies, and develop green industries according to local conditions in combination with regional endowments. The fourth is to guide energy-saving consumption with the concept of low-carbon economy, improve the reward and punishment mechanism for energy consumption, and strengthen the publicity of green and low-carbon consumption.Fifth, use energy market reform to facilitate energy allocation, rely on the market economy to give full play to capital potential, and promote the construction of green finance to strengthen financial subsidies.Sixth, ensure energy security with the stability of the energy supply chain, continuously improve green energy productivity, smooth energy transmission channels, and improve the reserve sales system.Seventh, optimize energy supply and demand through cross-division cooperation, promote the coordinated development of various regions to formulate overall energy plans, promote cooperation in energy transmission between "energy-rich" areas and "poor energy",and encourage high-energy-consuming enterprises in "poor energy" areas to transfer to "rich energy" areas.
