In recent years, with rapid economic growth,energy consumption and carbon emissions also increase simultaneously,then produce the serious environmental problems,for example frequent fog weather in recent years.Therefore,how to ensure economic growth at the same time,effectively reduce the energy consumption and carbon emissions is an important subjects to worth studying.To achieve this goal,clearing the relations between energy consumption,economic growth and carbon emissions is necessary.Therefore,in this paper the relations were studied.First,this article analyzed the status quo of the energy consumption,economic growth and carbon emissions based on the related literature theory.As a whole,the energy consumption and economic growth,carbon emissions trend to increase.The aspects of energy consumption,the proportion of coal consumption in energy consumption is the largest in hebei province,and coal consumption is as high as 90%.The energy efficiency is not high in hebei province.In the aspect of economic growth,the proportion of the second industry is the largest,and industrial structure is not reasonable..In the aspect of carbon emissions,Although there is a downward trend of carbon intensity in hebei province,carbon intensity decline rate is much less than the GDP growth rate,and carbon is absolutely no implementation.Second,using cointegration analysis and granger causality test measure method,etc to study the relationship between energy consumption and economic growth in hebe province.,to conclucde that there is a cointegration relationship between energy consumption and economic growth, and from economic growth to energy consumption is a one-way causal relationship.Setting up model of decoupling between economic growth and carbon emission and it is concluded that relations between economic growth and carbon emissions show weak decoupling state in most of year.Vector autoregressive model is set up, using the impulse response function and variance decomposition to study the dynamic relationship between the three, and it is concluded that there is a long-term and stable equilibrium relationship between and among, and there is unidirectional causality from economic growth to energy consumption and carbon emissions.Third,Using the logarithmic mean di’s index method to decompose the influence factors of carbon emissions, energy structure has inhibitory effect tocarbon emissions, but the contribution is very small,and energy efficiency plays a main inhibition, but the role of carbon emissions is smaller than the role of economic development obviously.Finally, based on the above analysis, in guarantee under the premise of economic growth, by adjusting the energy structure, industrial structure, etc, to reduce energy consumption and carbon emissions, realize the green economic development in hebei province.
