Research On The Problems And Countermeasures Of Rural Household Waste Treatment In Lankao County

General Secretary Xi Jinping has stressed that we should continue to intensify efforts to improve the rural living environment,and strive to create a clean and tidy living environment for farmers.The management of rural household waste is not only an important part of improving the rural living environment,but also an internal requirement of building a beautiful countryside and realizing rural revitalization.With the continuous promotion of the rural revitalization strategy,China’s rural economy has developed rapidly,and the living standard of rural residents has been greatly improved.However,the pollution problem of rural household garbage has become increasingly prominent,and the phenomenon of "garbage surrounding villages" still exists,which seriously hinders the rural social and economic development and the process of beautiful rural construction.To solve the rural living garbage management problem,lankao to carry out the new development concept,by strengthening the rural living garbage management organization guarantee,and the introduction of market mechanism,build sanitation team,living garbage management related pilot demonstration work,improve the garbage management infrastructure construction measures to promote rural living garbage management work effectively,make the rural landscape significantly improved,peasants acquisition feeling,happiness is gradually increased.However,there are still some problems,such as great resistance to the implementation of rural garbage classification,great financial pressure on the mixed collection and transportation of urban and rural household garbage,low utilization rate of household garbage,insufficient motivation of the management of the third party market subject of sanitation,and insufficient participation of villagers in the management of household garbage.This paper aimed at the problems existing in the lankao rural living garbage management strengthen garbage classification propaganda guide and collaborative governance,broaden the living garbage management capital source channels,strengthen the construction of living garbage renewable resources recycling system,improve sanitation third party market main body professional level,improve the enthusiasm of the villagers to participate in living garbage management countermeasures.In this article from the theory of public goods,collaborative governance theory and the theory of living environment,study the lankao rural living garbage management problems,to arouse the enthusiasm of local villagers to participate in environmental protection,perfecting the lankao rural living garbage management system and improve the rural living environment has important practical significance.First of all,the author consulted and analyzed the relevant literature at home and abroad,sorted out and summarized its viewpoints and theories,clarified the research direction and route,and provided the theoretical basis for the construction of the basic framework of the article.Then,through the literature analysis,field investigation of lankao multiple township rural living garbage governance observation interview and questionnaire survey,found that the outstanding problems existing in the process of governance,analyze the causes of the problem,from the perspective of collaborative governance theory,combined with local reality,targeted to promote lankao rural living garbage management countermeasures.The research results of this paper will provide scientific and effective theoretical basis for the treatment of rural solid waste in Lankao County,and also provide reference for other areas with rural solid waste management.
