As an important upstream material of China’s industrial chain,high-quality special steel is widely used in automobile,industry,machinery manufacturing,high-speed railway,energy industry and military industry,and its position cannot be replaced by other materials.At the national level,a series of steel industry standardized development and green transformation policies are introduced around the "carbon peak and carbon neutral" and "high-quality development" are introduced.In the process of standardizing the development environment of the special steel industry and promoting industrial transformation and upgrading,Fangda Special Steel has brought external opportunities and development challenges to the industrial transformation and upgrading.At the present stage,special steel production enterprises are facing considerable supplier bidding ability.The rise of raw material and energy prices,the requirements of low carbon and environmental protection and the investment of transformation will increase the operating costs of Fangda Special Steel in the short term,and the competition between industries is relatively fierce,and the intermediate profits will be compressed.This thesis analyzes the external macro environment faced by Fangda Special Steel,with the help of PEST macro environment analysis and the competition environment analysis of power model industry,the EFE external factor evaluation matrix of Fangda Special Steel is formed,and the use of external opportunities and threat response are beyond the industry average level.However,restricted by its own volume and scale,it is still difficult for Fangda Special Steel to transform the green and high-quality development direction and cope with the structural risks in the industry,so it needs to make timely strategic adjustments.Then,through the analysis of its internal resources ability,get the present big special steel "combination" product structure,effective control of the financial,the height of the organization cohesion,and good corporate brand image formed its core advantages,but also exposed the existing staff structure education level is low,the company is relatively weak management ability,cannot effectively deal with problems such as cost surge.At present,the advantages and disadvantages of Fangda Special Steel are relatively obvious,and the internal factor evaluation matrix score result is slightly higher than the average level in the industry.Through SWOT analysis and QSPM matrix,Fangda Special Steel should adopt the SO development strategy of "market penetration and development".Overall strategic goal is:adhere to the combination of product route,driven by innovation,through continuous management promotion optimization of variety structure,implement boutique strategy,take the development path of "low cost differentiation",keep environmental protection technology leading,keep comprehensive process level leading,keep steel margin industry leading,to ensure the realization of the two upgrade strategic task.The implementation path of Fangda Special Steel’s development strategy is stable safety production,standard environmental performance,leading profit of ton of material,and completion of production tasks.Finally,the organizational structure and corporate culture,human resources and incentive system,enterprise brand and marketing ability,entrepreneurship and innovation of four aspects of the effective guarantee measures are put forward.
