With the development of global economy,the environmental problem is increasingly highlights,and many countries are making "Carbon Neutrality" the national strategies.China has also put forward the goal of "Carbon Peak,Carbon Neutrality".At the same time,the high carbon dioxide emissions affect the costs of production and operation,and also drive enterprises to improve and optimize.Through the reasonable measurement of energy use efficiency,enterprises can find the direction of optimization,so as to improve energy use efficiency and save costs.However,there are also some problems in the current research.For example,there are inconsistent standards for calculating carbon dioxide emissions in relevant literatures,which leads to certain differences in the calculation results.At the same time,some literatures do not consider the impact of carbon dioxide emissions in the calculation of energy efficiency model,which makes the evaluation of the model inaccurate.In addition,the relevant literature has not established a wide range of energy efficiency calculation system,so the practical application of this method is not extensive.In view of the above problems,this paper mainly adopts the following solutions to optimize and improve:(1)By consulting relevant literature and comparative analysis of relevant carbon emission calculation methods,this paper selects the IPCC(Intergovernmental Panel on Climate Change)carbon emission measurement method and summarizes a relatively perfect carbon dioxide emission calculation standard.(2)In view of the error in efficiency calculation caused by the failure of some models to consider undesired outputs,this paper proposes a data envelopment analysis method model containing undesired outputs to provide solutions and methods for relevant scholars.(3)This paper expounds how to establish the provincial energy efficiency calculation system based on DEA(Data Envelopment Analysis)model,including model analysis of information,the construction of the initial framework,setting and refinement of system function modules,the plan of the system interface,and the implementation of shared app program.The system mainly includes the following four interfaces: Basic data input interface,data display and editing interface,model parameter setting and selection interface,calculation results display and output interface.(4)In this paper,the data of 30 provinces in China’s construction industry from 2010 to 2019 are applied to the structural framework proposed in this paper in the form of practical cases,and the problems that need to be considered in practical application are elaborated in detail.Four DEA models containing unexpected outputs are used for analysis.The input model of undesired output,the transformation vector model of undesired output,the hyperbola model of undesired output and the SBM model are analyzed respectively.And this article has compared the similarities and differences among the four methods,so that the relevant managers can choose to use them according to the actual situation.
