Analysis On The Status Quo And Restrictive Factors Of Green Development In The Bohai Rim Region

Over the years,the rapid growth of China’s economy has mainly relied on an extensive growth model,which has led to problems such as resource depletion and ecological damage,especially in the Bohai Rim region.For many years,the 10 cities with the worst air quality in the country are mostly located in the north,especially the Bohai Rim region,which is the most obvious example.In recent years,the air quality in the Bohai Rim region has improved slightly,but its economic growth is also weak,and the economic development gap with the southern provinces is gradually widening.So,how to solve the problem of weak economic growth in the Bohai Rim region,narrow the gap with the southern provinces,and take into account the environmental carrying capacity? Obviously,this is an urgent problem to be studied.Therefore,the Bohai Rim region should thoroughly implement the concept of green development and balance the contradiction between economic development and environmental carrying capacity.This is the necessary path for the Bohai Rim region to achieve sustainable development and catch up with the southern provinces.However,most of the existing literature on economic transformation is about the whole country or southern regions such as the Guangdong-Hong Kong-Macao Greater Bay Area.There are few important studies on the Bohai Rim region,and it is difficult to provide effective policy reference for its green development.Therefore,this paper intends to adopt a comprehensive evaluation method to fully understand the temporal and spatial characteristics of green development in the Bohai Rim region.Convergence test and spatial panel model were used to explore the key factors restricting its green development,and put forward corresponding suggestions,hoping to promote the green development of the Bohai Rim region and narrow the economic development gap with the southern provinces.This paper sorts out relevant literature at home and abroad,clarifies the connotation of green development,and differentiates and analyzes related concepts and theories,such as "carbon peak" and "carbon neutrality",laying a theoretical foundation for the thesis.The index system is constructed from five dimensions of energy conservation and emission reduction,environmental governance,environmental quality,green life and development potential.Using the entropy weight method to weight the indicators,a comprehensive evaluation of the green development level of the provinces and cities in the Bohai Rim region was carried out,and the basic situation and temporal and spatial characteristics of their green development were displayed in the form of maps with the help of Arc GIS.It is found that the development model of the Bohai Rim region is extensive,the level of green development is not high,and the internal differences are large.Although improvements have been made in recent years,there is still a lot of room for development.On this basis,a convergence test is performed,there is no significant convergence in the green development levels of the provinces and cities around the Bohai Sea.Using the spatial Durbin model to conduct empirical analysis,it is found that industrial structure and energy endowment are all important factors restricting its green development process.Therefore,this paper suggests that more efforts should be made to promote the green development of the Bohai Rim.First,improve the environmental asset assessment system and the life-long accountability mechanism for ecological and environmental responsibilities when local leaders leave office,and reverse the concept of political achievements;Second,improve the regional coordination mechanism,strengthen ecological joint prevention and control,and promote coordinated regional development;Third,focus on technological innovation,support the research and development and promotion of green technology,and quickly transform research and development results into productivity;Fourth,accelerate the upgrading of the industrial structure,and promote the green transformation of the economy;Finally,strengthen infrastructure construction in backward areas,ease pressure on developed areas,and promote rational distribution of population and resources.
