| With the rapid progress of industrialization and urbanization in China,the urbanization rate of China has reached 63.89% in 2020,and cities have become the main space carrier for carrying population,gathering social and economic activities and gathering energy resources.As the third "growth pole" of China’s economy,the cities in the Bohai Rim region are responsible for the implementation of the comprehensive governance of the Bohai Sea,the coordinated development strategy of Beijing,Tianjin and Hebei,the ecological protection and high-quality development strategy of the Yellow River basin,and the comprehensive revitalization strategy of the Northeast.However,most cities have been in the development mode dominated by the resource-based economy for a long time,and many difficulties have gradually emerged in the process of urban green development,Economic and social development and green transformation are severely constrained.Urban green development emphasizes the consideration of economic and social development and resource and environmental protection,which has become a new development idea to solve problems and is an inevitable choice for high-quality urban development.It is particularly urgent to solve the problem of urban green development in the Bohai Rim region and improve the level of urban green development.This paper aims to improve the level of urban green development in the Bohai Rim region and promote the high-quality development of cities,and on the premise of sorting out and clarifying the concept of urban green development,constructs an evaluation system of urban green development level.Based on the data of various cities and districts,the entropy weight-TOPSIS method is used to evaluate the level of urban green development in the Bohai Rim region from 2011 to 2020.The spatial and temporal characteristics of urban green development level are analyzed based on the three urban clusters of Beijing-Tianjin-Hebei,Liaodong Peninsula and Shandong Peninsula covered by the Bohai Rim region.The inequality index is used to evaluate the balance of urban green development level.According to the level of urban green development and its balance,it is divided into four types of cities: "HG-HE","HG-LE","LG-HE" and "LG-LE".This paper analyzes the factors affecting the green development level of four types of cities by using geographical detectors,and puts forward strategies to improve the green development level of cities in the Bohai Rim region.The following results and conclusions are drawn:(1)From 2011 to 2020,the level of urban green development in the Bohai Rim region continued to rise,the growth rate continued to accelerate,the degree of regional differences first increased and then decreased,and the level of urban green development improved.The green development level of cities in the sub-region is:Shandong Peninsula Urban Agglomeration>Beijing-Tianjin-Hebei Urban Agglomeration>Liaodong Peninsula Urban Agglomeration.(2)The high and high level of urban green development shows that Beijing is the center and extends to the north and south,while the northern part of Shandong Peninsula extends to the central part;The lower and lower levels were distributed in a large area along the outer edge of the Bohai Rim in the early stage,and concentrated in the Liaodong Peninsula urban agglomeration in the later stage.(3)The regional spatial distribution of the urban green development level in the Bohai Rim region from 2011 to 2020 has a positive spatial autocorrelation,presents the characteristics of agglomeration,and the degree of agglomeration is getting higher and higher.Hot spots and sub-hot spots are mainly concentrated in the north of Beijing-Tianjin-Hebei urban agglomeration and Shandong Peninsula urban agglomeration;Cold spots and sub-cold spots are mainly distributed in the middle of Liaodong Peninsula urban agglomeration.(4)From 2011 to 2020,the green development level of the four subsystems of the cities in the Bohai Rim region generally differed greatly,with an average value of 0.20 to 0.70,all of which were in an upward trend.The green development level of the urban subsystems was: resource system>environmental system>social system>economic system.(5)In2020,"HG-HE" and "LG-LE" cities in the Bohai Rim region will be mainly affected by urban economic system factors,while "HG-LE" and "LG-HE" cities will be mainly affected by urban social system factors.In addition,"HG-HE" type,"HG-LE" type and "LG-LE" type cities have the strongest explanatory power under the interaction of urban economic system factors and urban environmental system factors,and "LG-HE" type cities have the strongest explanatory power under the interaction of social system factors and urban resource system factors.(6)The strategies for improving the green development level of different types of cities are as follows: "HG-HE" type cities mainly strengthen scientific and technological innovation,lead the high-quality development of urban economy,implement the incremental improvement of park green space,and promote the construction of park cities;"HG-LE" cities should control energy consumption,improve urban comprehensive energy efficiency,improve transportation infrastructure construction,and enhance urban development capacity;"LG-HE" type cities accelerate the green transformation of economy,affect the green development of cities,focus on urban education,and promote the progress of social civilization;"LG-LE" cities stimulate urban vitality,promote stable economic growth,improve air quality,and promote the effective improvement of urban environmental quality.At the same time,the urban green development of the three urban clusters in the Bohai Rim region needs to be accurately positioned,give full play to their respective advantages and work together to promote the urban green development in the Bohai Rim region.Shandong Peninsula urban agglomeration should be committed to promoting high-quality green development of cities and play a regional leading role in the Bohai Rim region;The Beijing-Tianjin-Hebei urban agglomeration should focus on the targeted implementation of policies for different types of cities,and promote the level of urban green development by type;The level of urban green development in Liaodong Peninsula urban agglomeration is relatively low.We should find out the "pain points" and "difficulties" that restrict urban green development,and pay close attention to economic development and green transformation.
