| A series of problems caused by global warming pose a great threat to human health and development.The Beijing-Tianjin-Hebei region,which is the "capital economic circle",has also faced the problem of air pollution in recent years.In particular,in terms of carbon reduction,the Beijing-Tianjin-Hebei region is facing great pressure and challenges.Based on data envelopment analysis theory and spatial econometric model,static and dynamic measurement of carbon emission efficiency in the Beijing-Tianjin-Hebei region is carried out,and its spatial characteristics and influencing factors are analyzed.On this basis,carbon emission right allocation and emission reduction effect evaluation are carried out.The research results of this dissertation can provide reference for the formulation of carbon reduction strategies,which has great theoretical significance and practical value.The research content and innovation of this dissertation are as follows:(1)Considering the heterogeneity of regional economic scale and the continuity of carbon emission in time,a "multi-period crossover efficiency model" was proposed considering the unexpected output.The carbon emission efficiency in each period and multi-period of each district in successive years was studied by means of "intra-group crossover and mutual evaluation",and the carbon emission efficiency of each district was comprehensively analyzed from the static and dynamic perspectives to ensure the authenticity and accuracy of the evaluation results.(2)Firstly,Spatial characteristics of carbon emission efficiency in each region were studied by using the Moran index.Secondly,factors influencing carbon emission efficiency were selected based on the actual situation of each district,and on this basis,appropriate spatial measurement models were constructed to study the impact of these factors on carbon emission efficiency.(3)Taking the principle of fairness and efficiency into account,the carbon emission rights of Beijing,Tianjin and Hebei were allocated.In the initial allocation,the indicators of the equity principle are determined based on spatial measurements,and the entropy method is used to calculate the weight of each principle,avoiding the influence of subjective factors on selecting principles and setting weight.Secondly,the ZSG-DEA model is used to adjust the initial distribution and determine the ultimate allocative scheme with the aim of maximizing the efficiency,and analyze the emission reduction effect of each region compared with the actual emissions.The data show uneven carbon emission efficiency in the Beijing-Tianjin-Hebei region as a whole and only a few areas are at their best.The efficiency of each district has obvious spatial autocorrelation,and the spillover effect of urbanization rate,scientific and technological progress level and opening to the outside world is significant.The economic level and urbanization rate have a great influence on the efficiency.The lower economic level areas in Beijing and Tianjin are less effective in reducing emissions.The research methods and results of this dissertation can provide reference for the formulation of emission reduction strategies in the Beijing-Tianjin-Hebei region,and has a good value for practical application. |
