With rising global temperatures and frequent heat wave occurrences,air conditioning is becoming a major tool for residents to adapt to climate change.However,the increased intensity and frequency of air conditioning use has raised the level of electricity consumption in residential households,which has increased the energy consumption and carbon intensity of the residential sector.Although energy efficiency policies related to air conditioning have been widely implemented worldwide,their energysaving effects face greater uncertainties due to the disruptions of factors such as climate change and population income levels,especially in developing countries.Therefore,it is important to systematically evaluate the formation mechanism of the rebound effect of residential electricity consumption from the perspective of air conditioning energy efficiency improvement in order to achieve energy saving and carbon reduction at the residential levelThis study examines the formation mechanism of the rebound of residential household electricity from energy efficiency improvement of air conditioners under climate change in both supply-side and demand-side perspectives.On the one hand,using Chinese provincial-level panel data from 2008-2018,this study examines the formation mechanism of the rebound effect of residential household electricity consumption under the supply-side air conditioning energy efficiency standard policy(GB 21455-2013)using a difference-in-difference method.The study finds that upgrading air conditioning energy efficiency standards leads to an increase in residential household electricity consumption by enhancing residential households’ demand for indoor comfort,especially for cooling,but this boosting effect is heterogeneous depending on regional differences in characteristics.On the other hand,this study uses data from the China General Social Survey to examine the formation mechanism of the rebound effect of residential household electricity consumption under the demand-side air conditioning energy efficiency label.The results of the study find that air conditioning energy efficiency labels also lead to an increase in residential electricity usage,especially during the summers.The mechanism for this is that the energy efficiency labeling of air conditioners changes the behavior of residents in using air conditioners.In addition,the tiered electricity price policy,household awareness of energy saving,urban-rural gap,and income gap all interfere with the impact of energy efficiency labeling policy on residential household electricity consumption.The identification strategy of this study can provide a reference for evaluating other appliance energy efficiency policies.The findings of this study can also be used as a reference for relevant authorities to formulate other policies that are synergistic with energy efficiency policies to promote energy conservation and emission reduction.
