The chemical industry is one of the solid pillars of the national economy.In order to promote its development,different numbers of hazardous chemicals laboratories have been opened in universities,scientific research institutes,and chemical companies for teaching and scientific research.Compared with other laboratories,hazardous chemicals laboratory involve more types of hazardous chemicals on the one hand;on the other hand,there are more experiments on pilot and small-scale test devices,which are inherently risky.However,under the influence of the thinking of "emphasis on theory and neglect of practice",the existing research on hazardous chemicals laboratory mainly focuses on laboratory construction and management reform,with little attention to risks.In addition,the current laboratory management standards do not consider the existence of pilot plant laboratories.The contradiction between the high risk of hazardous chemicals laboratory and the insufficient safety awareness of scientific researchers has become increasingly prominent,and laboratory safety risk management is facing tremendous pressure and challenges.To solve this problem,First define the definition of hazardous chemicals laboratory.This article analyzes the causes and consequences of common accidents in hazardous chemicals laboratory from three perspectives: laboratory accident statistics,HFACS model accident cause analysis,and hazardous and harmful factors classification in the past 20 years.The commonly used risk assessment methods are compared and analyzed,and the research objectives of the risk assessment methods of hazardous chemicals laboratory are determined.Based on the SPAR-H method combined with the characteristics of hazardous chemicals laboratory,a human factor reliability analysis method suitable for hazardous chemicals laboratory is established.Determine the key risk control points,hazardous chemicals,and equipment of hazardous chemicals laboratory through the HACCP concept,and apply the multi-information fusion method to establish an operational risk assessment model.Propose risk control measures from the three aspects of people,hazardous chemicals,and equipment.In addition,for major risks that are difficult to control,risk management and emergency response are organically combined,and personnel evacuation studies are carried out.The emergency preparedness analysis model is used to establish a standardized personnel evacuation plan formulation process,and the scenario construction technology is integrated to determine the best personnel evacuation route to optimize the evacuation plan.Take a hazardous chemicals laboratory as an example,conduct a comprehensive risk assessment on it,propose corrective measures for weak links in risk control based on the assessment results,and prepare an evacuation plan for high-risk scenarios.
