With the continuous development of Chinese industry,the source of potential risks and the level of risk in the basin also increase.Water environment risk management in our country has not yet realized the water environment risk management mode with the goal of risk prevention.Basin water environment risk early warning system can provide information such as risk source identification,the impact process and the risk consequence prediction for basin water environment risk management,improve the level of basin water environment risk management and strictly prevent the occurrence of sudden water environmental events.In the Taizi River basin,there are many high risk industries such as metal smelting and calendering,chemical raw materials and chemical products manufacturing,which have high potential risk of sudden water pollution.In this paper,Benxi Section of Taizi River Basin is taken as the research object.Based on the hydrodynamic and water quality model of river network,combined with the water environment risk assessment model,the data of industry enterprise categories and pollutants discharged are collected,and the water environment risk assessment and early warning system of Taizi River basin is developed and constructed.The risk grade assessment of river basin enterprises and real-time tracking of long-distance river pollution diffusion of accident risk are preliminatively realized.To provide technical support for prevention and emergency response of sudden water pollution accidents in river basins.(1)Through literature review and on the basis of previous research results,fuzzy comprehensive evaluation method is selected as the risk assessment model and MIKE11 water quality model as the risk warning model.Taking the enterprise as the research object,15 risk assessment indexes such as industry category and hazardous waste storage quantity were selected,and four risk assessment levels including special major environmental risk,major environmental risk,large environmental risk and general environmental risk were determined.Entropy method and analytic hierarchy process were used to determine the weight of risk assessment index,and fuzzy comprehensive evaluation method was used to evaluate the enterprise risk level.The MIKE11 water quality model was used to simulate the enterprise risk accident and give early warning to the diffusion range,diffusion time and diffusion concentration of pollutants.(2)Technical selection and functional design of the system framework.According to the current situation of Web technology,the B/S framework is adopted as the system development framework.Among them,Springboot framework is used to design the back-end data interface,Vue framework is used to realize the front page display,and My SQL is used to design the database table structure of enterprise basic data,risk indicators and risk assessment results.According to user requirements,the enterprise basic data input function,risk assessment function and risk accident simulation and early warning function are designed.(3)System function realization and test.Through the Java language coding system functions.Arc GIS For Java Script is used for visual display of geographic information.Design information writing template,using Easy Excel technology to achieve Excel information sheet upload;The evaluation results of four enterprise risk levels(Ⅰ,Ⅱ,Ⅲ,Ⅳ)are visualized in the form of tables.The simulation results of enterprise risk accident early warning show the change of pollutant concentration in the watershed at different time in different sections by means of curve.Comprehensive test cases were developed,and system function tests,response speed,security,accuracy and other tests were completed.The test results showed that the system functions were running normally,the visual interface was clear,and the requirements of users were met.
