Study On Influencing Factors Of Farmers’ Willingness To Participate In Centralized Treatment Of Livestock And Poultry Waste In Xinjiang

Along with the rapid development of livestock and poultry pollution,the pollution of soil and ecological environment is becoming more and more serious due to the improper treatment of livestock and poultry pollution by small scale farmers,namely discarding at will or returning to the field directly.The centralized treatment mode of livestock and poultry waste has been proved to have advantages in improving the efficiency of small-scale livestock and poultry waste treatment,which provides an effective solution to the practical dilemma.In recent years,in order to improve the overall level of resource utilization of livestock and poultry manure in different scale farms(households)in the county,our country has issued a series of policies,advocating the establishment of professional and systematic centralized fecal pollution treatment facilities in intensive breeding areas.Since The General Office of the State Council issued the Opinions on Accelerating the Resource Utilization of Livestock and Poultry Breeding Wastes in2017,the centralized livestock and poultry waste treatment centers have been vigorously promoted across the country.With the rapid development of breeding industry in Xinjiang,heavy metals and pathogenic bacteria remaining in livestock and poultry manure have brought greater ecological pressure to Xinjiang,which is ecologically fragile,restricting the sustainable development of livestock and poultry industry in Xinjiang to a certain extent.To explore the influencing factors of farmers’ participation in the centralized treatment of livestock and poultry manure.It is of great significance to the sustainable development of the breeding industry in Xinjiang,the long-term continuous promotion of the centralized treatment of livestock and poultry manure,the further exploitation of the utilization potential of livestock and poultry manure and the improvement of rural human settlement environment.Based on the above background,Xinjiang region was taken as the research area to analyze the current situation of livestock and poultry waste treatment and centralized treatment,and the orderly Logit model was used to analyze the influencing factors of the survey data of 639 farmers,so as to deeply study the factors affecting farmers’ willingness to participate,and further analyze the different heterogeneity.Finally,the ISM model is used to analyze the influencing factors of farmers’ participation intention.The results showed that:(1)The livestock and poultry breeding in Xinjiang is mainly small-scale,but the willingness of farmers to participate in centralized disposal of livestock and poultry manure remains to be improved.(2)Gender,education level,proportion of breeding income,proportion of fecal waste treatment cost,effectiveness of centralized treatment,ease of use of centralized treatment,government publicity and region had a positive impact on farmers’ willingness to participate,while supporting farmland area,current status cognition and other factors had a negative impact on farmers’ willingness to participate.(3)The factors influencing participation intention of livestock and poultry waste disposal were different among farmers with different education level,proportion of breeding income and different supporting farmland area.(4)Gender,education level,local area and government publicity are the deepest factors affecting farmers’ willingness to participate in livestock and poultry waste.The proportion of breeding income,supporting farmland area,fecal waste treatment cost and current status cognition are the intermediate factors,and the effectiveness and ease of centralized treatment are the most superficial factors.Therefore,it is necessary to accelerate the construction of the participation mechanism with farmers as the main body,strengthen the publicity of centralized treatment of livestock and poultry manure,formulate differentiated promotion strategies for centralized treatment of livestock and poultry manure,formulate reasonable subsidy policies,and strengthen the centralized treatment technology and operation support of livestock and poultry manure.
