Study On The Problems And Countermeasures Of Flood Disaster Emergency Management In W County Of Henan Province

W County is located in the northern part of Henan Province.Most of the areas under its jurisdiction belong to rural areas,with scattered terrain and complex water system.For a long time,it has been faced with great threat of flood disaster.In the severe disaster prevention situation,the county flood disaster control work on the basis of the original methods such as canal construction,water retaining and dredging,gradually to the multi-collaborative co-governance,the whole process of dynamic balance management and other more scientific and efficient direction,effectively improve the social carrying capacity.In the summer of2021,W County experienced the rare heavy rain and flood disaster in decades,which severely affected the economic development and social construction,and also reflected that the current flood control work still has certain deficiencies.For the flood disaster,I went to W County for field research after the disaster occurred in July 2021 and during the flood season in 2022 to observe the emergency treatment and personnel participation in the disaster,and conducted observation and in-depth interview around the emergency management Bureau,various departments jointly involved in flood control and emergency response,and grassroots cadres and masses.Combined with relevant research literature and regional emergency disposal documents and materials to carry out research.In the process of research,from the perspective of disaster evolution process and emergency management life cycle,it is found that there are problems in each stage,such as insufficient hidden danger screening and emergency planning,lack of disaster preparedness management and information platform,inadequate rescue facilities,command and disposal,and low efficiency of resettlement,recovery,assessment and summary.With the help of life cycle,collaborative governance,risk management and other relevant theories,There are gaps in awareness,resources,capacity and mechanisms for emergency management.On the basis of cause analysis,corresponding countermeasures are put forward to help W County improve its emergency management mode through consciousness first,resource integration,capacity improvement and mechanism improvement,and to provide scientific guidance for the region from temporary and fragmented flood disaster emergency to long-term and comprehensive whole-process dynamic management.It has certain guiding significance to the policy making and emergency decision-making practice of rural natural disaster emergency management.
