With the continuous implementation of the strategy of rejuvenating the country through science and education,the construction,renovation,and expansion of infrastructure in universities have become an important part of the high-quality development needs of universities.The Ministry of Education issued a document clearly pointing out that it is necessary to ensure the stability of the investment benefits of engineering projects in universities,and realize the sustainable and healthy development of universities.Opinions of the State Council Office on Promoting the Sustainable and Healthy Development of the Construction Industry(State Council Office [2017]No.19)provided clear guidance on promoting the development of whole process engineering consulting services in the fields of housing construction and municipal infrastructure,in order to achieve better investment and construction objectives,deepen the structural reform of the supply of consulting services in the engineering field,resolve the supply-demand contradiction in the engineering consulting market,comprehensively improve investment efficiency,engineering construction quality and operation efficiency,and promote high-quality development.Considering the inherent characteristics of funding,construction sites and functional requirements of university buildings,the management mode of university engineering has a high degree of connection with the macro policy direction of the country.It requires higher safety risk control for the entire construction process,especially in the construction phase.As a special large-scale place with dense personnel,universities have their specific user groups and functional requirements.In the entire process management of university engineering projects,it is first necessary to identify and construct a safety risk management and evaluation system that is suitable for the entire process of safety risk management in university engineering construction.Secondly,in the implementation stage of the project,especially in the construction phase,considering the variability of safety risk management over time,and comparing it with traditional engineering management mode,research on whether the whole process engineering consulting management can effectively reduce the probability of safety risk occurrence is conducted.Finally,through case studies and comparative research on safety risk management of university engineering under the whole process consulting mode and traditional engineering management mode,the relative advantages of safety risk management in university engineering under the whole process consulting mode were verified.The main research contents and achievements are as follows:(1)It was the first time taking university engineering as research object,and established a risk assessment system for university engineering safety based on Analytic Hierarchy Process(AHP)and Fuzzy Comprehensive Evaluation Theory(FCET)under the whole process consulting mode.This research provides a certain theoretical basis and application reference for the practical application and analysis of the whole process consulting mode in university engineering management;(2)In the selection of research samples,experienced employees who have participated in the project were chosen as the source of data samples to ensure the authenticity and reliability of the research results.At the same time,projects participated by national pilot whole process engineering consulting units were selected for empirical analysis,which is representative;(3)Through literature review and questionnaire survey,combined with the Analytic Hierarchy Process(AHP)of risk management,the risk sources in the project feasibility stage,preliminary design stage,bidding agency stage,project implementation stage,completion acceptance stage,and project operation stage of university engineering were identified and recognized.A risk management evaluation system for university engineering was constructed.Used fuzzy comprehensive evaluation theory,the evaluation system for university engineering risk management under the whole process consulting mode and the traditional mode was compared and analyzed with practical case studies;(4)The research findings indicate that the risk management system for university engineering has inherent characteristics.In policy,design,technology,construction environment,compliance,and other aspects,there are diversities,complexities,broad scope,and difficulties in quantifying risks.It is necessary to develop targeted risk assessment methods and management strategies.Comparing the characteristic values of safety risk management in university engineering under the whole process consulting mode with those under the traditional mode,it was found that the control effect and management efficiency of safety risk management in university engineering under the whole process consulting mode were better than those under the traditional mode.The research findings had certain reference value for the promotion and application of the whole process engineering consulting mode,as well as the safety risk management of university engineering construction under this mode.
