| The production of aluminum has grown rapidly in China since the 1980 s thanks to the technology development.At present,aluminum production in China has accounted for more than half of the global output.The rapid increase in aluminum production resulted in the problem of overcapacity.Therefore,since 2011,aluminum production capacity restriction policies have been introduced one after another,and the "ceiling" production capacity of aluminum in China has gradually formed.In this context,transferring the production capacity from home to aboard gains its popularity among Chinese smelters.In this dissertation,the current design schedule management status of Company B in the large-scale aluminum smelter projects is analyzed.The analysis is combined with relevant project management theories,and three major problems are identified in the design schedule management.Firstly,almost every large-scale aluminum smelter project experiences delays in delivering some sub-items.Secondly,the workload distribution for certain sub-items is uneven,leading to evident instances of rushing and delaying work.Lastly,the relationship between schedule and cost is not properly managed,resulting in cost overruns.After conducting the analysis,three root causes are identified.Firstly,the logical relationship of each activity in the design schedule management process is not scientifically sorted out.Secondly,the estimation of activity durations is not based on scientific methods.Lastly,there is excessive intervention in the project design schedule control,regardless of whether it is necessary or not.Therefore,an optimized scheme for design schedule management is proposed.This scheme involves sorting out the logical relationship of work based on the project’s second-level Work Breakdown Structure(WBS).Additionally,the project design period and completion probability within a given time are calculated using the Program Evaluation Review Technique(PERT).Finally,a design schedule control scheme is established based on critical path buffer time and the Earned Value Method(EVM).The optimized design schedule management scheme has been applied in V project(overseas),and the effect is good.This scheme of design schedule management provides certain management reference for overseas projects of Company B in the future. |
