In recent years,China’s agricultural and rural development has achieved remarkable results, but with excessive resource consumption and arbitrary emission of pollutants, the agricultural industry has become the second largest source of CO2 emissions, and it is urgent to change the status quo of high CO2 and high pollution in agriculture. As an important means to transform and upgrade Chinese agriculture and promote the process of agricultural modernization, agricultural industry agglomeration can influence the efficiency of agricultural carbon emission through various external effects, and has become an important way to improve agricultural production efficiency and achieve high-quality agricultural development. Therefore, this paper takes the influence of agricultural industry agglomeration on agricultural carbon emission efficiency as the research object, and explores the mechanism of agricultural industry agglomeration on agricultural carbon emission efficiency under the leadership of "double carbon" target,so as to lay the theoretical foundation for promoting resource environmental protection, low carbon agricultural development and ecological civilization construction in Shandong Province in the future. In view of this, based on summarizing the relevant theories and combing the literature, this paper constructs the basic theoretical framework of the influence of agricultural industry agglomeration on agricultural carbon emission efficiency and explores the mechanism of the role of agricultural industry agglomeration on agricultural carbon emission efficiency, secondly, based on the panel data of 16 prefecture-level cities in Shandong Province from 2006 to 2020,this paper uses the locational entropy to measure the Finally,by constructing a two-way fixed-effects model,we selected agricultural financial support(fis),agricultural development level(dev),agricultural industry structure(ind)and labor force size(lfs)as control variables to test the effect of agricultural industry agglomeration on agricultural carbon emissions efficiency. The conclusions of this paper are as follows:(1)The overall change of agricultural industry agglomeration level in Shandong from 2006 to 2020 is small, but the overall trend is fluctuating and increasing, from 0.987 in 2006 to 1.025 in 2020,an increase of 3.9%;the agricultural carbon emission efficiency in Shandong province shows a trend of rising and then decreasing, among the 16 prefectures in the province, the agricultural carbon emission efficiency in eastern Shandong and central regions are greater than 1,and the agricultural carbon emission efficiency in western Shandong province is less than 1.This indicates that the growth rate of economic efficiency is much lower than the growth rate of carbon dioxide emission efficiency of agricultural industry.(2)The empirical results show that there is a positive influence of agricultural industry agglomeration on agricultural carbon emission efficiency, and there is a regional differentiated influence between the east, middle and west of Shandong Province. The promotion effect of agricultural industry agglomeration on agricultural carbon emission efficiency in the east of Shandong Province is not obvious, but in the central and east of Shandong Province agricultural industry agglomeration has a very obvious promotion effect on improving agricultural carbon emission efficiency.(3)Based on the actual situation and research results, this paper puts forward a series of suggestions to improve agricultural development: first, strengthen agricultural agglomeration and change the traditional agricultural production mode;second, establish agricultural industrial parks to broaden the agricultural industrial chain;third, encourage agricultural technology innovation to achieve green and sustainable agricultural development;and finally, optimize the agricultural industrial structure and support the development of multiple business models.
