Research The Efficiency Of Environmental Governance And The Factors Influencing It In China’s Provincial Governments

Ecological environmental protection is the proper meaning of the topic of promoting high-quality economic development in coordination,and it is an urgent need for the growing and better life of the Chinese people in the new era.Since the 18 th National Congress of the Communist Party of China,under the guidance of Xi Jinping’s ecological civilization thought,the top-level design of my country’s environmental governance has been gradually improved.From some data,my country’s investment in environmental governance has continued to increase,and environmental governance has been continuously strengthened,but the actual investment.What is the efficiency and what factors affect the effect of input and output need to be further explored.In this paper,through the collection and sorting of relevant data,we have a basic understanding of the current ecological and environmental situation facing China,and summarize the achievements and problems in the construction of China’s environmental governance system.The DEA-CCR model was used to measure the environmental governance efficiency of 31 provinces and cities in my country from 2012 to 2019,and compared from three different levels: the whole country,regional differences,and efficiency models.On the basis of the above,the Tobit model is used to analyze the heterogeneity of the factors affecting the environmental governance efficiency of the provincial government in the national,high-efficiency,medium-efficiency,and lowefficiency models.Finally,according to the empirical results,referring to the viewpoints of relevant scholars,the research conclusions are drawn,and policy recommendations to improve the efficiency of environmental governance are put forward.Based on the above research content,this paper mainly draws the following conclusions: the ecological environment situation is still severe and complex,opportunities and challenges coexist,environmental governance concepts,subjects,systems,and means have made progress,but there are shortcomings in legal application,subject participation,and technology use.From 2012 to 2019,the overall environmental governance efficiency in my country was at a general level,and there was a certain gap in the environmental governance efficiency of various provinces and cities,and there were fluctuations in different degrees and directions.Regional differences are gradually narrowing,and the efficiency of environmental governance in various regions has shown a certain degree of convergence;the main influencing factors of environmental governance efficiency are government fiscal revenue,public living standards,years of education,social innovation ability,economic scale,and industrial structure.There is heterogeneity in the strength and direction of the role in the efficiency model.Provincial governments should explore differentiated governance strategies according to the actual situation of the region;the environmental governance system requires the participation of multiple parties to form a synergy.The effect of public participation,guiding the development of environmental protection organizations,and helping the modernization of my country’s environmental governance system and governance capacity.
