ZY Sewage Treament Plant Value For Money Evaluation Of PPP Projects

In order to reduce the pressure on government finance and ensure the quality and output of infrastructure construction,China has introduced a series of policies to attract social capital to government projects.The Public Private Partnership(PPP)between the government and private capital shares benefits and risks,and ultimately achieves the purpose of improving the quality of government public goods and services and improving the supply efficiency.The criterion to judge whether a project is suitable for the PPP model is whether it can provide higher quality public goods at a lower cost than the government itself to complete the project and achieve the purpose of saving funds.Under the background of accelerating infrastructure construction,it is very important to improve the scientific evaluation method for the promotion and application of PPP model.This paper takes the PPP project of ZY Municipal sewage Treatment plant as the research object,takes the theory of public goods,transaction cost theory and comprehensive evaluation theory as the theoretical basis,and combines the theory with the practical case.Through consulting references and analyzing cases,it is found that the current value-for-money evaluation method is imperfect,which is reflected in the lack of scientific basis for the weight setting of qualitative evaluation indicators in this case.The index content is not perfect;Quantitative evaluation is relatively simple;The evaluation process is incomplete.This paper aims to solve the above problems by improving the existing methods.For the problem of index weight,the entropy method is added to the test after the expert score.If the weight obtained after the test changes greatly,the score should be re-organized.The case of this paper also has the problem of scattered scores.After calculating the average,add standard deviation calculation,and organize experts to discuss and determine a reasonable scoring range again.As quantitative evaluation is relatively simple,the improved method in this paper is to adopt sensitivity analysis method to find the factors that have the greatest influence on VFM value,and analyze the influence degree of factors according to the line chart,so as to provide reference for the subsequent construction.For the problems of imperfect index content and incomplete evaluation process,it is proposed to refine the evaluation index content,extend the current pre-evaluation into in-process evaluation and post-process evaluation,and carry out the whole process evaluation in a dynamic evaluation way,so as to find problems in time and formulate countermeasures for risk prevention.Through the research of this paper,the value for money evaluation method is improved,the evaluation results are more scientific and rational,which is conducive to attracting more social capital to join PPP projects,conducive to the government to promote the PPP model,and provide certain references for other PPP projects.
