The reform of the vertical management system for monitoring,supervision and enforcement of environmental protection agencies below the provincial level is a major change in China’s environmental protection sector,aiming to change the compartmentalised relationship between environmental protection departments and local governments and to explore a more efficient way of environmental protection development that is more in line with China’s national conditions.However,there are a number of dilemmas faced by grassroots environmental protection departments in enforcing the law after the change,and there is an urgent need to address the enforcement challenges they encounter from a theoretical perspective,combined with environmental protection practice.The contradiction between the weak enforcement capacity of grassroots environmental protection departments and the seriousness of environmental problems requires us to build a government-led collaborative mechanism that involves other environmental protection actors in the process of grassroots environmental protection enforcement,in order to help grassroots environmental protection departments escape from their enforcement difficulties.This paper therefore examines the enforcement dilemmas encountered by grassroots environmental protection departments in the post-deployment reform period from the perspective of collaborative governance theory.Finally,based on the analysis of the enforcement dilemmas faced by grassroots environmental protection departments after the vertical reform and the causes of the enforcement dilemmas from the perspective of collaborative governance,the paper proposes countermeasures to solve the enforcement dilemmas in order to create a better cooperation between grassroots environmental protection departments and other government departments,NGOs and the public.The aim is to create a collaborative environmental governance mechanism between grassroots environmental protection departments and other government departments,NGOs and the public,and to provide suggestions and recommendations for improving the reform of China’s environmental protection system.
