Research On The Problems And Countermeasures In The Construction Of Grassroots Environmental Law Enforcement Ability In B City

Since the eighteenth CPC National Congress,the Party Central Committee take Comrade Xi Jinping as the core,paying high attention to the construction of ecological civilization Taking the construction of ecological civilization as an important content of the "five-sphere integrated plan" overall layout of China’s socialism,and the strategic layout of the"four comprehensives".We have formulated a series of reform measures for system innovation,that include institutional innovation and mechanism innovation.Especially,the implementation of the New Environmental Protection Law not only provides strong support for strengthening the ecological environment law enforcement,but also greatly enhances the practical operation of the grass-roots’ environmental law enforcement workGrass roots environmental law enforcement is in the front line of China’s ecological and environmental protection work.It is the most direct,effective and powerful means to attack on all kinds of environmental violations.The department of grass roots environmental law enforcement is the main implementer of environmental law enforcement administrative acts,and undertake the main responsibilities in dealing with environmental violations and promoting grass-roots ecological governance.This article selects the problems and countermeasures in the construction of basic environmental law enforcement capacity in B city as the research object,aiming to effectively attacks on environmental crime by strengthening the construction of basic environmental law enforcement capacity in B city,in order to promote the ecological governance within the jurisdiction,protect the legitimate environmental rights and interests of the public,and settle a fine foundation for the construction of ecological livable charm cityBased on the theories of public policy implementation,ecological civilization construction,and the modernization of governance system and capacity for governance,this article research the current situation of grass-roots environmental law enforcement in B city by using the methods of literature survey,data analysis and case analysis.The author believes that the current grassroots environmental law enforcement work in B city has achieved certain results,but there are still many problems and deficiencies,including incomplete innovation of law enforcement agencies,ineffective evaluation and incentive system,inadequate law enforcement facilities,low comprehensive quality of law enforcement personnel,work implementation can not be guaranteed,low detection rate of law enforcement problems,high risk of enterprise violations,etc.This paper focuses on the capacity building of environmental law enforcement in B city.The main reasons are:the implementation of institutional innovation is difficult,the system construction is restricted,the standardization construction is slow,the effect of business training is not outstanding,the research in the early stage of work is not enough,the law enforcement measures are not strong,and the high-tech law enforcement is not adopted enough.Combined with the advanced experience of environmental law enforcement capacity building in some regions,this article explains that we should break the system barriers,improve the system construction,carry out training accurately and systematically,promote the standardization construction,scientifically coordinate the work,innovate the working ideas,and increase the strength of science and technology law enforcement,so as to effectively improve the level of environmental law enforcement capacity building in B city.
