| Under the background of economic globalization and tight constraints on resources and environment, how to ensure the synergistic relationship between open economic strategy and green environment has gradually attracted the attention of society and academia in recent years.Outward Foreign Direct Investment(OFDI)as the key link measure which implements the opening to the outside world by our country, already plays the important position in the whole economic structure. Therefore, the discussion of its environmental effect has full value.Based on the Spatial Dubin Model, this paper selects China’s provincial-level panel data from 2005 to 2019 to conduct in-depth research on whether OFDI can alleviate China’s haze pollution.Through mechanism test and analysis,it is confirmed that,OFDI can effectively decrease haze pollution through green optimization of industrial structure and reverse technology spillover.Meanwhile,OFDI can indirectly boost economic growth, and rising per capita income has gradually had a positive environmental effect. In addition, this paper conducted a heterogeneity analysis based on the regional division of the eastern regions and midwest regions, and concluded that OFDI has regional differences in the improvement effect of haze pollution. The improvement effect of OFDI is much more significant in the central and western regions than that in the east regions. Therefore, based on the double driving effect of OFDI on economic growth and pollution improvement, the country should actively promote the cooperation between local enterprises and foreign enterprises, rationally expand the investment scale, realize the green optimization of industrial structure, promote the learning of foreign advanced production technology to further improve the haze and other pollution in China. The government should also formulate targeted environmental governance policies based on regional differences and local conditions, increase cooperation with neighboring provinces,do not sacrifice ecological environment for economic growth and pursue long-term sustainable development. |
