With the accelerating construction of natural gas infrastructure and the deepening of structural reform of natural gas industry chain in China,the national pipeline network is being gradually built.The features of national pipeline network are indicated as pipeline interconnection,unified regulation and orderly operation,high efficiency distribution of resources.Based on the development needs of wide in gas demands distribution and resource cross-district allocation,the national pipeline network is characterized by diversified gas supply,complex pipeline construcion,changeable direction of gas flow and multiple transmission service.The present price model for natural gas pipeline transmission is not for future development.This model inadaptability may be caused not by the distance transport and direction of gas flow is difficult to meature accurately,but by transmission price signals should guide market resouces.So the more reasonable and more adaptive price model for natural gas pipeline in China shoud be designed.This thesis difines price model for natural gas pipeline transmission through the literature methodology which includes two asepcts:price calculation method and price stucture,and conclude the experience of price reform for pipeline transportation in Ameirica and European Union through comparative analysis methodology.Through absorbing and drawing on the experiences of Ameirica and European Union,this text analyse features,influence and implementation troubles in the future of the present price model for natural gas pipeline transmission.Based on the future national pipeline network construction and natural gas market structure,this thesis designs a new price model for natural gas pipeline transmission.In terms of price calculation methods,post stamp method applies to long-distance pipeline,entry and exit method applies to pipeline grid,in terms of price stucture,this model designs the optimized two-part price sturcure.Through empirical research methodology the calculation results prove the price model for natural gas pipeline transmission have stronger possibility and maneuverability.In order to achieve this the price model for natural gas pipeline transmission,this article tries to explore the ways of implementation from different point of view,such as readjust the relation between the prices,ensure a smooth transition of two-part price structure,coordinate transmission service in "three forming an organic whole" relational frame,consummate and develop the supporting measures to match the new price model for natural gas pipeline transmission.Through research in this thesis come to the following conclusions:firstly,the price model for natural gas pipeline designed in this text is more reasonable and more adaptive to future national pipeline network construction and natural gas market structure in China;secondly,the different zone scheme,the ratio of fixed cost allocation and the ratio of pipeline transmission income distribution have different impacts on price of gas pipeline transmission;finally,in China the one-part price structure of gas pipeline transmission will last for a period time.In order to achieve smooth transition and promote the new price model implementation as soon as possible,what needs to be done in the future is to clarify the pricing range and content between longdistance pipeline and pipeline grid,balance and coordinate the relationship between pipeline transmission businesses,improve the corresponding supporting measures.
