The safety production of mineral enterprises in China shows an overall stable and continuous improvement trend.However,due to China ’s huge population base and the weak safety management foundation of domestic enterprises,China ’s safety production situation is still facing serious challenges.As an extremely important part of copper production enterprises,the refining workshop of copper smelting enterprises includes converter blowing,anode furnace pyrometallurgical refining,shaft furnace and holding furnace system,and has a large number of flammable and explosive gases such as natural gas and oxygen.The acid mud(lead filter cake)produced by flue gas purification of copper pyrometallurgical smelting also contains harmful toxic substances such as lead and mercury,which makes the refining workshop more dangerous.By investigating a copper smelting enterprise,this paper finds that its safety management foundation is weak.Taking the refining workshop as an example,due to the unsystematic and imperfect identification of hazard sources,there are a lot of problems in its safety management measures.For example,the safety disclosure content of inspection and maintenance operations cannot cover the safety risks in the operation process,and the safety risk control measures lack pertinence.The work of hidden danger investigation and management lacks systematic and effective hidden danger investigation standards as the working basis,which makes the investigation content become a mere formality,the safety risk notification of violation of standards is not clear,and the hidden danger investigation template traces are serious.In order to effectively solve the above problems,this paper first identifies the safety risks and hazard of the refining workshop according to its production and operation characteristics and basic technical status,and establishes the safety risk information database of the production and operation process.Systematically review the effectiveness of the original safety risk control process and methods in the refining workshop,with a focus on improving and improving the safety disclosure and work permit for the original inspection and maintenance operations,as well as the investigation and management of safety hazards.Develop a knowledge base for safety disclosure and work permits for maintenance and repair operations,rank the risk values of each safety risk by using the entropy weighted TOPSIS mathematical model,highlight key safety risks,and shorten the length of safety disclosure and work permits;Based on the hazard identification results of the system,the list of safety hazard screening standards is re established,and the knowledge base of safety hazard screening standards is developed.Finally,based on the safety risk information database,safety disclosure and work permit knowledge base for maintenance and repair operations,and safety hazard investigation standard knowledge base,the development of a refining workshop safety risk management information system can help improve the workshop’s safety risk management ability and serve as an effective example for domestic enterprises to carry out safety risk management. |
