Research On Performance Evaluation Of Local Government Health Expenditure

Improving the performance of local government medical and health expenditure is the key to developing medical and health services.In order to protect the people’s health from all aspects,in 2019,China proposed the "Draft Basic Medical and Health Promotion Law",which intends to "expand" basic medical and health services at the legislative level,which has made medical expenditures larger and larger.However,at present,China’s economy is under great pressure and the fiscal growth rate has slowed down.The people’s demand for medical care has caused the financial investment in medical care to increase unabated.Under such circumstances,it is obvious that research and practice on strengthening the performance evaluation of local government medical expenditures are very effective necessary.Based on the theory of public product theory,new public management theory,and health economics,this article analyzes the current status of performance evaluation of local government medical and health expenditures in China,and finds some problems: flattening and singularity of performance evaluation indicators;choice of performance evaluation methods and weight design is not valued,etc.Therefore,in the design of performance evaluation indicators,this paper introduces the "4E" theory into the first-level indicators,uses Delphi to determine the secondand third-level evaluation indicators,and uses fuzzy analytic hierarchy process to determine the index weights,and finally sorts them out.Develop a method that can establish a relative scientific system of local government medical and health expenditure performance evaluation index system,and use Luoyang City government medical and health expenditure data as a sample to construct a local government medical and health expenditure and performance evaluation.The system conducted a trial evaluation of the government ’s medical and health expenditures.The results showed that the city’s economic indicators scored the lowest,but there is a trend of growth,and it is necessary to continue to increase financial investment;the efficiency indicators scored relatively Good,although the increase has not been large in the past6 years,the growth has been stable;the highest score for the benefit index reflects the city ’s emphasis on the quality of medical and health services,which must be maintained;the smallest increase in fairness indicators and the low performance score of regional distribution of health technicians reflect the government Medical and health expenditures are still uneven,and more attention is needed.Based on the results of the evaluation and the existing problems in the performance evaluation of the local government’s medical and health expenditure,this article proposes to improve the performance level from the following five aspects to effectively support local medical and health work: 1.Establish a multi-government financing mechanism led by the government to alleviate financial pressure;2.Implement regional medical and health resource sharing and improve resource utilization efficiency;3.Various measures to improve medical service capabilities and improve medical service quality;4.Optimize investment methods and structure,so that residents have fair access;5.Establish an effective financial supervision mechanism and performance evaluation mechanism to force government performance to develop to a high level.
