Study On Optimization Of Contracted Service Of Family Doctors In Pidu District,Chengdu

At present,China’s medical and health undertakings are faced with many challenges,such as aging population,urbanization and high incidence of chronic diseases,and the disease-centered medical and health service model is difficult to meet the long-term and continuous health needs of the masses.At the same time,it is not conducive to improving the medical environment,balancing medical resources and reasonably controlling medical expenses.International experience and domestic practice have proved that promoting family doctor contract service at the grass-roots level is an important way to protect and maintain the health of the masses under the new situation.Family doctors provide long-term contracted services to the masses in the direction of maintaining and promoting the overall health,which is conducive to changing the mode of medical and health services,pushing the focus of medical and health work down and sinking resources,giving the masses a healthy "gatekeeper ",enhancing the people’s sense of access to reform,and laying the foundation for the first and graded diagnosis and treatment at the grass-roots level.Since the 2006 Guidance on the Development of Urban Community Health Services first proposed to vigorously develop community health services and actively explore family doctor contract services,the state has issued a series of guidance opinions one after another.To promote the development of family doctor contract service system in China,has achieved certain results.At present,the contract service of family doctors in China has entered the stage of standardized management,but there are still many difficulties and problems.It is easy to sign a contract,but in order to make the contract effective and benefit the people,it is necessary to analyze the problems existing in the current contract service and put forward some targeted suggestions in order to promote the family doctor contract service to play its role.This article adopts the literature research method,the questionnaire survey method and the interview method to carry on the investigation and research,takes the Pidu district of Chengdu city’s residents and the family doctors as the research object,uses the public management theory and the family doctor contract service related policy as the theory foundation to carry on the analysis.Through the investigation of the present situation,the main problems existing in the contract service of family doctors in Chengdu are as follows: the coordination and cooperation of relevant subjects is not enough;the residents’ awareness rate of contract service is not high;the number of general practitioners is insufficient.Service ability needs to be improved;family doctors work heavy,work enthusiasm is not high.In view of these problems,this paper puts forward five countermeasures: perfecting the supporting policies of family doctor contract service,establishing and perfecting multi-department coordination and coordination mechanism,strengthening policy propaganda,changing residents’ concept of seeking medical treatment,improving the post attraction of general practitioners and strengthening the team of general practitioners.
