The report by the 19th National Congress of the Communist Party of China.specifies the implementation of the Healthy China.Strategy,the establishm ent of a.medical and health care service system with Chinese characteristics through the reform of the pharmaceutical system,and the continuous improvement of the hospital manasgement system in the new era..In the Guidance on the Pilot Reform of Public Hospitals,the State Council stresses adhering to the public welfare nature of public hospitals,and putting the protection of people’s health rights and interests in the first place.It has made a clear-cut statement that the fundamental goal of reforming public hospitals is to satisfy the sense of gain of the broad masses.Owing to the great significance,the performance mangement system of public hospitals plays a decisive role in the process of public hospital reform.Only when the performance management system is well operated can it stimulate the enthusiasm of hospital staff,promote the construction of departments and help boost the reform and developm ent of hospitals.The implementation of the performance management system of XX Public Hospital selected in the paper reflects the current situation of the performance management system of most public hospitals.Therefore,the research content,ideas,and methods demonstrated by the paper can hopefully provide reference value for the optimization of the performance management system of public hospitals.To start with,the paper takes XX Public Hospital as the study object and employs various analytical methods such as literature analysis,questionnaire survey and interview to conduct an in-depth analysis of the problems existing in the current performance management system of XX Public Hospital delving into the causes of the problems and seeking for solutions.Then,based on the actual situation of XX Public Hospital and guided by the systemically rigarous performance management theory,the paper sorts out the strategic target of XX Public Hospital,which aims to present the performance assessment index by means of tools like the balanced scorecard system,to optimize the performance appraisal and to clarify the performance management feedback steps in virtue of 360-degree performance appraisal.The ultimate purpose of all the above is to farm a complete performance management cycle process and provide ideas for XX Public Hospital to optimize the performance management system.Finally,the paper also points out that in the process of hospital performance management,the performance management process is not immutable.Instead,it should be adjusted in time considering the actual implementation by the hospital and the feedback on the problems existing among staff members.
