Research On Benefit Distribution Within Organizations Under The Medical Alliance Model

The establishment of medical alliance is the need to promote the establishment of a reasonable and orderly hierarchical diagnosis and treatment mode,and also an important measure to improve the overall efficiency of the medical service system.The benefit distribution within the medical alliance is the core problem in the operation and management process of the medical alliance,and also a difficult problem restricting the sustainable development of the current medical alliance.How to motivate the medical alliance to form an effective two-way referral through the reasonable benefit distribution?The solution of this problem has theoretical value and policy application value for the construction of medical alliance.Taking the economic interest allocation of S medical alliance in Shandong Province as the research object,using the method of combining empirical research and standardized research,we collected the incremental performance data of the medical alliance between September 1,2017 and December 31,2021 and analyzed the interest allocation between and within the medical alliance.The results show that the incentive effect of the current benefit distribution method on the medical alliance,and the incentive effect of referral departments for departments and individuals except for other departments and individuals.Based on the above results and the incentive compatibility theory and coordination theory,this paper finds the main problems facing the interest distribution of the medical alliance:the members in the medical alliance have not formed a reasonable interest distribution mechanism,the conflict of interest in the medical alliance,the lack of active guidance of the government and the lack of perfect supporting system.In view of these problems,This paper puts forward the countermeasures and suggestions of strengthening personnel incentive and resource integration in hospitals,establishing the division of labor,cooperation and benefit sharing mechanism among hospitals,strengthening the division of labor and coordination of medical alliance,breaking the block division,and designing the basic rules of interest distribution of medical alliance.Through the case study and theoretical analysis of medical alliance,this paper finds the bottleneck problems in the benefit distribution of medical alliance,and puts forward relevant policy suggestions to provide policy reference for policy makers.In view of the diverse number of medical alliance model,numerous members and large regional span,the comparative study of benefit distribution of multiple medical alliance model is needed in the future to find richer policy suggestions.
