With the development of COVID-19,public hospitals,have played a major role in the battle against the epidemic.However,at present,the human resource management of most public hospitals in small cities still stays at the low level.It is an important subject for the reform and development of public hospitals to improve the employee incentive mechanism,realize the optimal allocation of human resources and maximize the effectiveness of public hospitals’ talents.This paper takes the same type of public hospital in the small city where the author is located as a case study.On the basis of fully understanding the incentive mechanism of public hospital staff,this paper takes expectation theory,equity theory and comprehensive incentive model as the basis of process incentive theory.Questionnaires,semi-structured interviews,data collection and empirical analysis were used to understand the incentive mechanism of public hospitals and the efficient incentive methods needed by employees.The research finds that the current staff incentive mechanism of public hospitals in small cities has three prominent problems:The imbalance of internal and external rewards leads to poor incentive effect;Unfair compensation incentive results in insufficient incentive intensity;and Incentive mechanism is difficult to meet expectations,resulting in backward incentive mechanism.The reasons for such problems may be closely related to the shortage of funds,backward performance distribution system and extensive management mode of public hospitals in small cities.In order to improve the staff incentive effect of public hospitals,we must explore the talent incentive strategy with the characteristics of small city public hospitals.Therefore,it is necessary to determine the strategic focus of public hospital staff incentive,and combined with various theoretical basis,put forward improvement strategies,and find countermeasures and opinions to adapt to the future survival of small city public hospitals,so as to promote the provision of more equitable,high-quality and efficient medical and health services for the people. |
