With the continuous advancement of China’s medical reform,the reform of China’s medical and health care system has reached a new stage.During the outbreak of New Coronavirus pneumonia,the state recruited a large number of public hospital personnel to the forefront of the epidemic in a short time.This large-scale fight against epidemic situation fully demonstrated the superiority of the system of public ownership as the main body in China.Public hospitals are not only the main body of China’s medical and health system,but also the backbone of China’s medical and health system.Naturally,they are also the core of China’s medical and health system reform.The primary task of public hospital reform is to improve medical quality and service efficiency;However,according to the current situation of public hospitals,the imperfect and unreasonable medical staff incentive system has seriously affected the improvement of the enthusiasm of medical staff,resulting in the low overall efficiency of the hospital.Therefore,improve the public hospital system,especially the personnel incentive system to mobilize the enthusiasm of medical personnel,is related to the development direction and future of public hospitals in China.Based on this,this thesis takes the public hospital R hospital as the case study object,summarizes the relevant research progress on the basis of the collection and arrangement of domestic and foreign literature,determines the research ideas and methods of this thesis,and defines the relevant concepts and theories.A mixed research strategy combined with qualitative research was used to analyze the current situation of the medical staff incentive system in R hospital.Firstly,the reliability and validity of the questionnaire were tested by measuring Cronbach’s alpha reliability coefficient and construct validity test method;then,the basic information and motivation factors of the medical staff in R hospital were statistically described;finally,through correlation analysis and variance analysis The analysis analyzes the relationship between the measurement indicators and potential factors of each dimension.The results of the study found that the current R public hospital’s medical staff’s incentive satisfaction is at a medium level,and the weighted average of the R hospital’s medical staffs incentive demand factor is 3.593,which is a medium level overall,and there is still room for improvement.From the perspective of subdividing the various dimensions of incentive demand,the weighted average of each dimension is ranked from large to small:salary(3.783)>training(3.739)>welfare(3.679)>personal development(3.216)>and human needs(3.167).That is,the incentives factors degree of demand from high to low is salary,training,benefits,personal development,and personal needs.Based on this analysis,it is found that the main problems prevalent existing in public hospital at this stage are the rationality of salary incentive need to be improved,imbalance between job performance and actual compensation,training needs are not effectively met,and the welfare system lacks diversity and flexibility.Through further analysis of common problems in public hospitals,this paper discusses the problems and causes of medical staff incentive system in public hospitals.It is found that the problems are caused by the limited salary support capacity,the lack of understanding of performance function,conflict between training needs and resources,the lack of guarantee for the implementation of salary and welfare,and the lack of attention to the change of medical staffs needs.Finally,based on the analysis of problems and causes,combined with the corresponding incentive factors,this thesis proposes the construction of public hospital incentive system can be carried out from the following five aspects:optimizing the salary model,improving the performance mechanism,strengthening training management,improving development environment and improve the welfare system design.According to the suggestions of public hospital,an incentive system for medical staff in public hospital is constructed,so as to promote the improvement of the incentive system for medical staff in R hospital,and then promote the reform and development of public R hospital. |
