As an emerging research topic,the essence of resilient city is to study the ability of the system to deal with the impact of uncertainty.Under the background of the continuous change of natural and social environment,the frequent occurrence of various infectious diseases and other risks,and the increasing demand for medical services,the urban medical system is more or less subject to various uncertain impacts.In the process of urban medical system coping with and solving these realistic uncertain impacts,resilient cities provide new solutions,promote the combination of urban medical system and resilience,and trigger domestic and foreign scholars to study the resilience of urban medical system,so as to promote the urban medical system to better deal with uncertain disasters.Taking Jiangsu Province as the research area,based on the comprehensive analysis of the relevant theories of resilience at home and abroad and the evaluation indexes in the related fields of urban medical system,this paper establishes the toughness evaluation index system of urban medical system from the four dimensions of resource resilience,management resilience,technical resilience and social resilience,with a total of 19 indexes,and determines the resilience characteristics of each index,which are robustness,redundancy,efficiency and adaptability.The entropy weight method is used to calculate the comprehensive weight of each index,and TOPSIS method is used to calculate the comprehensive toughness index,dimensional resilience index and characteristic resilience index of urban medical system in 13 prefecture level cities in Jiangsu Province from 2014 to 2020.According to the calculation results,the standardized weights of dimension toughness indicators and characteristic toughness indicators are analyzed to compare the impact of indicators on dimension toughness and characteristic toughness..Through statistical charts,the annual change trend of comprehensive resilience,four dimensional resilience index and four characteristic resilience index is analyzed from the provincial and municipal levels,and the causes of the trend are deeply explored.Using GIS spatial analysis method and software arcgis10.7 Map the spatial toughness grades of comprehensive toughness,four dimensional resilience and four characteristic resilience,and analyze the characteristics of its geographical pattern.Using the center of gravity analysis method,this paper explores the deviation of the resilience center of gravity of urban medical system in Jiangsu Province.According to the data analysis,the results show that:(1)the resilience comprehensive index of urban medical system in Jiangsu Province generally shows an upward trend from 2014 to 2020;(2)The resilience difference of urban medical system among cities shows a narrowing trend;(3)The resilience center of urban medical system in Jiangsu Province is always located in the central area of Yangzhou city.The resilience center of gravity shifts to the southeast,moving 1.881 km to the East and 0.514 km to the south.According to the analysis results,this paper puts forward seven strategies to improve the resilience of urban medical system,which are:(1)improve the medical emergency management system and planning;(2)Strengthen the construction of comprehensive resilience level and emergency linkage mechanism in Jiangsu Province;(3)Promoting the balance of medical resources among cities;(4)Promote the construction of emergency medical technology;(5)Promote the construction of social resilience and adaptability;(6)Promote the construction of redundancy level;(7)Promote the construction of digital public health.The above strategies are intended to provide a basis for the government to formulate policies. |
