Objective: Sort out the measures taken by Z university to deal with the COVID-19,and the mechanism and system for the prevention and control of major infectious diseases in colleges and universities were formulated based on relevant national laws and regulations,scientific research data and evidence-based medical data,so as to provide suggestions and guidance for the prevention and control of epidemic diseases in the future.Methods: By understanding the current literature induction for universities at home and abroad research achievements of infectious disease emergency and corresponding policy of the country,familiar with the emergency management methods of domestic and foreign universities,access to Z university documents and work program during the outbreak,Summarize a set of overall plans and workflow for Z universities to cope with the COVID-19 epidemic.The expert consultation questionnaire was formed by combining the previous literature and the epidemic prevention and control measures of Z University,finally,through Delphi expert consultation method,a system of prevention and control of major infectious diseases in colleges and universities will be formed.Results:(1)At the beginning of the outbreak,Z University responded quickly and adopted a series of sophisticated prevention and control measures.The measures of Z University can be summarized as the outbreak,before the beginning of the semester,during the beginning of the semester and after the beginning of the semester.When the outbreak of COVID-19 broke out,the school set up a leading group for COVID-19 prevention and control work,formulated and improved COVID-19 prevention and control work plans and systems,carried out thorough screening,health education and publicity,and various anti-epidemic activities and study lectures,Make work plans,prepare teachers and students for returning to school,provide logistical support and conduct emergency drills before school starts.Formulate personal protection guidelines on the way back to school,set up temporary isolation rooms and stay at school.After school starts,daily health monitoring and management,online teaching and off-peak dining will be implemented.(2)In this study,two rounds of expert consultations were conducted to inquire about the indicators of universities response to major infectious disease epidemic prevention and control systems,and to organize and analyze the consultation questionnaire.The final indicator system includes 5 first-level indicators,15 second-level indicators,and 63 third-level indicators.The questionnaire recovery rate of the two rounds of expert consultation was 100%,and more than half of the experts put forward constructive comments,indicating that the experts were highly motivated.The expert authority coefficient is 0.88,greater than 0.70,indicating that the expert opinion results are reliable.The expert coordination coefficients of the two rounds of consultation were 0.319 and 0.274 respectively,which were statistically significant by significance test(P<0.001),suggesting good coordination of expert opinions.Conclusion: This study summarizes and sorts out various countermeasures of Z university during the period of COVID-19,and forms a written file.At the same time,according to the results and referring to the existing literature,expert consultation questionnaire for "Prevention and control System of Major infectious diseases in Colleges and Universities" was designed for expert consultation.Through two rounds of expert consultation,a complete,effective and systematic prevention and control system for major infectious diseases in colleges and universities was formed,providing reference for prevention and control measures in colleges and universities.
