Research On Social Mobilization Mechanism Of Major Infectious Disease Epidemics Based On System Dynamics

One of the major public crises is the outbreak of a major infectious disease,and the nationwide outbreak of COVID-19 in Wuhan in early 2020 brought a severe test to the whole country.Social mobilization is a process in which all subjects work together to achieve the gathering of social forces in a special period of crisis,a framework to see the effect of the benign interaction between the state and society in social governance,and a powerful initiative to achieve precise and efficient epidemic prevention and control.The Sixth Plenary Session of the19 th CPC Central Committee also made it clear that China is still under the huge world changes unprecedented in a century and the severe international situation of COVID-19 epidemic;therefore,a sound social mobilization mechanism in times of major infectious diseases is of great significance to stabilize social order,improve the national risk response capacity,and promote the modern development of the national governance capacity and system.Firstly,this paper defines the connotation of social mobilization and social mobilization during a major infectious disease epidemic by combing and analyzing relevant literature,and points out that social mobilization in a major infectious disease epidemic is an activity process in which all social forces effectively mobilize people,materials,information,and funds to effectively respond to a sudden infectious disease epidemic,and divides it into four dimensions:short-term material gathering We also analyze system science theory,crisis management theory,and networked governance theory to provide ideas and foundation for subsequent research.Secondly,a systematic boundary analysis and structural analysis of the components of social mobilization for a major infectious disease outbreak are conducted,including the government control subsystem,the enterprise supply subsystem,the social organization coordination subsystem and the public participation subsystem,and the causal loop diagram of the subsystem and the overall system is drawn based on the relationship between variables.Again,on the basis of the causal loop diagram,the variables of the model are further classified,and the social mobilization mechanism diagram,i.e.,the stock flow diagram,is constructed,and the relationship equations between the variables are prepared.Finally,based on the results of the empirical analysis,countermeasure suggestions for the construction of soft mechanism for social mobilization of outbreak of major infectious disease epidemic,hard mechanism construction,and multi-subject governance for the synergistic construction of soft and hard mechanisms are proposed respectively.
