COVID-19 is a major test of China’s national governance system and governance capacity.As a national central city,Guangzhou has handed over a bright answer in the response to this major epidemic,and its emergency mobilization at the community level has played a fundamental role in integrating resources and cohesion.However,the existing studies on public crisis management and social mobilization mostly focus on the main bodies at the national and urban levels,lacking of research results on the practice of community mobilization for major epidemic prevention and control.For this reason,this study attempts to summarize the characteristics and problems of social mobilization model in multi-community major epidemic prevention and control by interpreting the effective practices of different types of communities in major epidemic prevention and control mobilization in Guangzhou,which is conducive to enriching the existing theoretical research cases of crisis mobilization,broadening the research perspective and dimensions of related topics,and also helpful to improve the crisis management ability of grass-roots communities in Guangzhou.Based on the theory of resource mobilization,collective action and social rationality,this paper uses the methods of in-depth interview,participatory observation and multi-case comparative analysis,selecting three different types of communities in Guangzhou Z community,S community and F community as the research objects to compare and analyze the mobilization models of major epidemic prevention and control in each community.The findings of the study are as follows:(1)Structure,organization and mechanism are the basic elements of social mobilization model,which can be evolved into three analysis dimensions:community governance structure,organizational network and mobilization mechanism.(2)The prevention and control of major epidemic situation in the community can be divided into three mobilization modes:hierarchical leading type,relational network type and pluralistic interaction type.There are some common logic of community epidemic prevention mobilization:high governance openness triggers high mobilization response;community emergency mobilization organization network is solid;paying attention to party building and integration organization;adopting flexible communication mechanism to connect all kinds of mobilization subjects;reciprocal behavior leads to collective action.(3)There are differences in the organization network,emergency resource endowment,mobilization channels and strategies of epidemic prevention mobilization,which is the mechanism adjustment for the community to adapt to its own epidemic prevention and control mobilization.(4)There is a certain degree of "path dependence" in community major epidemic prevention and control mobilization for community routine governance,which points out the internal root of the differences among the three types of community epidemic prevention mobilization models.(5)There is a certain limit in three modes of mobilization for the prevention and control of major epidemic situations in the community,which are caused by the inherent disadvantages of the hierarchical structure,the combination and confrontation of irrational factors and rational collective mobilization,and the change of multi-subject participation ability and attitude in the community.Targeted measures need to be taken to avoid.To this end,the main body of community governance needs to build an efficient community epidemic prevention mobilization system by changing the concept of governance,strengthening the integration of grass-roots communities,improving the multi-agent linkage network,optimizing the communication and coordination mechanism and giving full play to the role of science and technology in order to enhance the community crisis response capabilities. |
