Research On The Evaluation Of Social Mobilization Ability In Major Public Emergencies

With China’s transition from an industrial society to an information society,public emergencies are increasingly showing obvious uncertainty,high complexity,prominent systematicness and strong leapfrogging.When major public emergencies occur,facing the complex and changeable crisis management environment,the state should adhere to the multi governance network crisis management model,give full play to the role of multiple subjects such as the government,social organizations,enterprises and community grass-roots autonomous organizations,and make full use of the power of society.Social mobilization is an important means to solve public crisis.When a major public health event meets a modern society with rapid flow of social members,it will be difficult to solve the crisis without social mobilization.The outbreak of novel coronavirus pneumonia which broke out and spread in late 2019 was a major public health emergency.China quickly launched the joint prevention and control mechanism and made full use of social mobilization to solve the crisis.However,there are many problems in the process of mobilization.Therefore,this paper takes COVID-19 as an example to comprehensively evaluate and analyze the social mobilization ability in major public emergencies.This is of great theoretical and practical significance for the government to enhance its social mobilization capability and better cope with the major public emergencies that will be faced later.First of all,this paper sorts out the basic concepts of major public emergencies and social mobilization,and analyzes the system elements of social mobilization ability combined with COVID-19.Then,it makes an in-depth analysis of the current situation of social mobilization in COVID-19.According to the definition of social mobilization ability and relevant literature,and combined with the Delphi method to screen indicators,this paper constructs an evaluation index system of social mobilization ability in major public emergencies,including 5 primary indicators and 22 secondary indicators of government credibility,multi-agent cultivation ability,value shaping ability,consensus cohesion and action integration ability.Then,according to the data collected by experts,the AHP and fuzzy comprehensive evaluation method are used to establish the evaluation model of social mobilization capability in major public emergencies.The empirical analysis shows that the social mobilization capability of COVID-19 is at a relatively strong level.Finally,according to the evaluation results,from the cultivation ability of the government’s multiple subjects;Government action integration capacity;Enhance value and shape soft power;Improve the credibility of the government in the process of mobilization;Consolidate the basis of consensus,form the cognition of collaborative governance,and put forward countermeasures and suggestions to improve China’s social mobilization ability from five aspects.
