Basic medical insurance for urban and rural residents(referred to as resident medical insurance)is one of the two basic systems in China’s medical security system.In the operation process of the medical insurance system,raising funds is the primary link,and the level of financing directly affects the level of treatment.The implementation of fixed and equal financing for resident medical insurance has created an issue of unfair financing among people of different income levels,which also restricts the improvement of financing level and ability.At the same time,the acceleration of population aging in China,the transformation of disease spectrum,and the growth of people’s health needs have brought huge challenges to residents’medical insurance financing.In this context,based on the perspective of rural residents’financing satisfaction,this paper studies the residents’ medical insurance financing issue in Z City,which carries out the one grade equal financing system.On the basis of understanding the current situation of residents’ medical insurance financing in Z City,this paper carried out a survey of rural residents’ financing satisfaction.Rural residents are not only the main fundraisers of residents’ medical insurance,but also the unfair party in equal financing.Conducting research from the perspective of rural residents’satisfaction with financing can provide practical basis for analyzing the problem of residents’medical insurance financing.The questionnaire survey method was used to obtain the survey data of rural residents’ participation in medical insurance and rural residents’ satisfaction with financing.Based on the respondents’ answers,in-depth interviews are conducted to obtain more information.The satisfaction of rural residents with financing is measured from two aspects:satisfaction with individual payment amounts and satisfaction with individual payment amount growth.The results show that the average satisfaction of rural residents with financing is 3.19 points,with a moderate level of satisfaction.Among them,the average satisfaction score with individual payment amounts is 3.4 points,with a moderate level of satisfaction;the average satisfaction score with the individual payment amount growth is 2.94 points,and the degree of satisfaction is dissatisfaction.Using the survey data to further analyze the influencing factors of rural residents’ financing satisfaction.The regression results showed that five factors,including annual household income,number of years of insurance,number of insured households,payment burden,and reimbursement experience,had an impact on the financing satisfaction of rural residents.Based on the survey of rural residents’ satisfaction with financing,this paper believes that there are some problems in Z city’s residents’ medical insurance financing,such as low financing level but heavy financing burden,unfair financing in the one-stop system,the disconnection between the growth of financing standard and income,and the risk of decline in residents’ insurance participation rate.The reasons for the problems are the single financing channel,the neglect of financing equity in system integration,the adjustment of financing standards according to administrative instructions,the inability of the principle of voluntary insurance to form constraints,and the restriction of the level of economic development.Therefore,we should optimize the financing of medical insurance for residents in Z City from four aspects:broadening the financing channels,promoting fairness in financing,establishing the principle of compulsory insurance,and paying attention to the promotion of two external factors,publicity and economy.
