Research On The Sudden Public Health Crisis Response Ability Of Grass-roots Government

In recent years,public health crises occur frequently,which have a certain impact on people’s life safety and social life.As an important actor in dealing with sudden public health crises,the grass-roots government’s crisis response ability plays an important role in crisis response.Therefore,it is very important and necessary to study the public health crisis response ability of grass-roots governments.This study takes the prevention and control of COVID-19 response in D town of X city as an example.As the largest public health crisis in recent years,COVID-19 can fully test the crisis response level of grass-roots governments.At the same time,within the scope of X city,D town has a relatively developed economy,a large number of people doing business abroad,a considerable flow of people and logistics,and is currently facing the pressure of normalization of epidemic prevention and control.In this public health crisis,the crisis response of D town government has appeared many weaknesses,among which,we can fully summarize the shortcomings of crisis response,analyze the reasons,and refine experience and practices.Through literature analysis,field investigation,case analysis and other research methods,this paper analyzes the difficulties in dealing with the COVID-19 in D town of X city,and briefly describes the specific measures of the government of D town in dealing with the COVID-19.At the same time,according to the emergency response law of the people’s Republic of China,this paper divides the public health emergency response capacity into crisis prevention capacity,crisis handling capacity and post crisis recovery capacity from three levels:before,during and after the emergency.From these three aspects,this paper expounds the insufficient response capacity to the COVID-19 epidemic in D town of X city and analyzes the reasons.Finally,this paper puts forward the strategies for township governments to improve their ability to respond to sudden public crises.Improve the crisis prevention capacity of township governments by establishing emergency plans,strengthening public health capacity building,and improving the social synergy of crisis response;By improving the grid management mode,establishing and improving the unified scheduling mechanism for crisis response,and cultivating the application ability of big data technology,we can improve the crisis handling and response ability of township governments;By establishing a crisis response summary and improvement mechanism and making good preparations for normal crisis response,the post crisis recovery capacity of township governments was improved.
