Research On Coordinated Governance Of Grass-roots Governments In Response To Public Health Emergencies

Since the reform and opening up,the Chinese government has carried out seven institutional reforms.In the process of institutional reform since 2018,the relationship between government departments at the grassroots level has gradually been straightened out,and the collaborative governance between government departments and other multiple entities has become the norm.However,in the case of the outbreak of public health emergencies,the previously formed block-and-block relationship has been unable to meet the needs of inter-governmental coordination,and the public management ability of grass-roots governments has been greatly tested,and the importance of collaborative governance has become increasingly prominent.Take the COVID-19 epidemic in 2020 as an example.In the process of epidemic prevention and control,it is difficult to rely solely on the CDC and health authorities to deal with the increasingly complicated epidemic prevention and control work.The comprehensive social crisis caused by COVID-19 can only be dealt with through the coordination of various units of the grass-roots government and the participation of multiple social entities.Based on the theory of collaborative governance,this thesis explores the new collaborative mechanism emerged by grassroots governments in the process of responding to public health emergencies,in order to solve the problem that the existing division of labor and the relationship between different departments cannot deal with the governance difficulties caused by the novel coronavirus outbreak.Based on a detailed analysis of the current situation and effectiveness of the county’s epidemic prevention and control work,this thesis aims to deeply analyze the problems existing in the collaborative management of public health emergencies by grass-roots governments,and propose countermeasures through the reference and theoretical research on the prevention and control highlights of other county governments.The research content and the research object are innovative.Through the investigation of risk information,supervision of epidemic prevention and control measures,transmission pathogen control and other work in Huimin County,the problems in epidemic prevention and control in Huimin County were analyzed from the aspects of management,system and coordination mode,that is,the lack of corresponding institutional support,unreasonable division of labor,weak governance force,lack of coordination consciousness and so on.Based on the actual situation of grass-roots governments and the experience of handling public health emergencies,opinions and suggestions are put forward from the aspects of improving policies and systems,strengthening data communication,and strengthening comprehensive coordination.Methods such as upgraded management under wartime conditions and multi-department data comprehensive management are introduced.With the help of the collaborative management practice and experience of various departments of grass-roots governments,Community-level governments will be better able to respond to public health emergencies in a coordinated manner,and the national governance system and capacity will be further improved.
