| Since the reform and opening up,with the development of the national economy,people’s quality of life has continued to improve,and medical and health services have also developed rapidly.At the same time,people’s demands for medical services and medical technology have become higher and higher.However,the problem of “difficult to see and expensive to see a doctor” still exists.The implementation of the hierarchical diagnosis and treatment system can alleviate the pressure of seeing a doctor to a certain extent,and it is also conducive to the rational planning of medical resources.Since 2009,China has implemented new medical reforms.Governments at all levels are also constantly exploring and exploring the construction of hierarchical diagnosis and treatment systems.The government plays the role of fundraiser and supplier in promoting the hierarchical diagnosis and treatment system.There are many poor people in Lushui municipal,which is restricted by the special geographical environment and social development level,and the medical conditions are relatively backward.Therefore,from the perspective of the government,this article studies the implementation of the hierarchical diagnosis and treatment system in Lushui municipal and proposes improved countermeasures.Provide theoretical basis and reference for the implementation of the hierarchical diagnosis and treatment system in Lushui municipal.In this paper,by reading a large number of relevant domestic and foreign literature,based on public product theory,new public service theory,and collaborative governance theory,and using research methods such as literature research method,interview method,and questionnaire survey method,this article understands the current medical service supply in Lushui municipal Situation,the implementation status of medical consortium construction,medical insurance reimbursement policy,two-way referral procedures,etc.It was found that in the process of promoting the tiered diagnosis and treatment system for the Lushui municipal Government,it is difficult to implement the first-level consultation at the grassroots level,it is difficult to carry out two-way referrals,and the medical consortium is advancing Issues such as slowness and low awareness of grading diagnosis and treatment,by drawing on advanced experience in other regions of the country,and then putting forward suggestions to build a scientific and rational medical order,increase the service capacity of medical institutions,and improve supporting policies related to the grading diagnosis and treatment system.The construction of a tiered diagnosis and treatment system will meet the needs of residents in Lushui municipal. |
