Study On Policy Implementation Of Local Government COVID-19 Prevention And Control

The outbreak of the Corona Virus Disease in 2020(COVID-19)is a serious public health crisis,which not only has a severe impact on the safety of the public,the stability of social order and the development of the country,but also has a negative impact on the government’s public crisis management and the policy implementation under the crisis condition.The implementation of policy is the key step to transform policy words into actual effect,and the effect of policy implementation has a profound impact on the realization of policy objectives.In the public crisis management,the special policy environment puts forward higher request to the government policy implementation ability.The practice of Wuhan’s policy implementation in the early stage of the prevention and control of COVID-19 is of great significance for local governments to improve the effectiveness of policy implementation in public crisis management.On the basis of Policy Implementation Theory and Public Crisis Governance Theory,an analysis model of policy implementation in the state of public crisis is constructed to research on the early stage of the prevention and control of the COVID-19 outbreak,taking the policy implementation behavior of the Wuhan municipal government as the main research object.Primarily,based on the theoretical model and relevant news reports,the policy implementation practice in the early stage of epidemic prevention and control in Wuhan is investigated and analyzed to summarize the existing problems.Secondly,it analyzes the causes of the above problems from four aspects: the environment of policy implementation,the subject of policy implementation,the object of policy implementation and the supervision of the process of policy implementation.After that,based on the excellent experience in the prevention and control of COVID-19 in Wuhan,the reference path for local government to improve policy implementation in public crisis management is put forward.
