An Empirical Study On The Equalization Of Basic Public Health Services In Beijing-Tianjin-Hebei Region

Promoting the equalization of basic public health services is an important manifestation of China’s deepening reform of the medical and health system,building a high-quality and efficient public health service system,and promoting a healthy China.Due to the differences in economic development in the Beijing-Tianjin-Hebei region and other factors,there are gaps in basic public health services.Therefore,how to scientifically and comprehensively evaluate the equalization of basic public health services in the Beijing-Tianjin-Hebei region is of great practical significance to promote the improvement of basic public health services and the balanced development of basic public health services in the Beijing-Tianjin-Hebei region.This article first introduces the relevant concepts and theoretical foundations of basic public health services,and then uses the method literature analysis to establish the evaluation index system of equalization of basic public health services in Beijing,Tianjin and Hebei from six aspects: allocation of financial resources,allocation of human resources,allocation of material resources,provision of basic public health services,utilization of basic public health services and results of basic public health services.By using entropy value method and the coefficient of variation method to conduct empirical analysis on the basic public health service data in Beijing,Tianjin and Hebei from 2010 to2018 and found that the inequality of basic public health services in Beijing,Tianjin and Hebei has shown an upward trend since 2010 and the imbalance the development of basic public health services are still outstanding;by measuring the equalization of each subsystem of basic public health services in Beijing-Tianjin-Hebei,it is found that the allocation of financial resources,human resources and material resources in basic public health services in Beijing-Tianjin-Hebei is relatively unbalanced;the utilization level of basic public health services is relatively unequal,and the level of basic public health services delivery and the degree of inequality in the results of basic public health services have improved.On the basis of relevant theoretical analysis,this article explored the causes of inequality of basic public health services in Beijing-Tianjin-Hebei,which mainly included the large difference in the service supply of governments at all levels,the unreasonable allocation of basic public health resources,and the significant difference in the utilization of basic public health services in Beijing-Tianjin-Hebei.In order to promote the balanced development of basic public health services in the Beijing-Tianjin-Hebei region,countermeasures and suggestions such as giving full play to the functions of the service-oriented government,optimizing the allocation of basic public health service resources,and improving the basic public health service utilization system are proposed.
