Research On The Implementation Status And Effectiveness Evaluation Of Hierarchical Diagnosis And Treatment Systenm In Auhui Province

The hierarchical diagnosis and treatment system,as a powerful measure to optimize the flow of medical treatment,improve the pattern of medical treatment,reduce medical costs,and effectively alleviate the "difficult and expensive medical treatment," has become the focus of China’s medical and health system reform.Anhui province,as the first national pilot province of comprehensive medical reform,has implemented numerous reform initiatives with the goal of establishing a new medical and health service system with clear positioning,division of labor,and collaboration by 2020,and essentially establishing a system in line with the province’s actual situation.In the paper,we examine the implementation status and impact of the hierarchical diagnostic and treatment system in Anhui Province,identify current issues,and explore future developments and improvements.This study uses the hierarchical diagnostic and treatment system in Anhui Province as the research object,sorting out the policy’s exploration process and expounding on its implementation status in Anhui Province.On this premise,we study the operational mechanism of the hierarchical diagnostic and treatment system’s influence mechanism on policy objectives,and ultimately evaluate its implementation effect.Find out the current problems and make recommendations to the government.Firstly,it compares the policy contents of hierarchical diagnosis and treatment in Anhui Province through literature research,explains typical practices of pilot regions,and provides a comprehensive understanding of the system in Anhui Province.Second,using the "six modules of health service system," we analyze the operation mechanism of the hierarchical diagnosis and treatment system,and using system dynamics to reveal the inner mechanism and deep reasons of the hierarchical diagnosis and treatment system on the policy objectives.Finally,we evaluate the efficacy of the system’s implementation using the synthetic control method to determine whether it can effectively alleviate the difficulty and expense of medical treatment,analyze the system’s shortcomings,and offer suggestions for improvement.The main findings are as follows:(1)The implementation of the hierarchical diagnosis and treatment system in Anhui Province has achieved certain results,which can guide patients to return to the primary care and alleviate the problem of difficult access to medical care.(2)The implementation of hierarchical diagnosis and treatment can reduce medical expenses to a certain extent and alleviate the dilemma of expensive medical treatment.(3)However,the medical expenditure of residents is still on the rise,indicating that it is difficult to effectively control the cost growth by a single system,and comprehensive measures should be taken.Based on the influence mechanism of the core elements of the system’s operation mechanism on medical expenses,it is proposed to adjust and strive to control the growth of medical expenses in the next stage of the system in Anhui Province from the perspectives of the supply side,the demand side,and the continuity of diagnosis and treatment services,so as to provide an important reference for the reform of the medical and health system in Anhui Province.
