With the improvement of comprehensive national development,China’s medical service capacity has been greatly improved,but the distribution of medical resources is still unbalanced,and high-quality medical resources are generally concentrated in large hospitals.In order to solve the problem of imbalance in healthcare supply,China has introduced a series of new medical reform policies to encourage the establishment of medical consortium to promote the formation of a hierarchical diagnosis and treatment pattern,and to promote the sinking of high quality medical resources and enhancing the capacity of regional healthcare services.S Hospital has successively formed a medical consortium with a number of public hospitals.In the face of adhering to the public welfare of public hospitals and the competition of the medical industry,it is of great significance to S Hospital Medical Consortium to formulate a reasonable development strategy through scientific management theory combined with practice.In this thesis,by choosing S Hospital Medical Consortium as the research object,firstly,researched the macro medical policies,combined with the medical planning of the regional government for political environment analysis.Based on regional economic development,the reform of institutions and population change trends,analyzed economic and social external environment,summarized the external opportunities and threats.Secondly,by evaluating the development of S Hospital Medical Consortium,combining the internal key capabilities such as organizational structure,management capabilities and human resources,summarized the internal strengths and weaknesses of S Hospital Medical Consortium.Subsequently,by using SWOT analysis,different development strategies were formed,and the strategic quadrilateral rule was applied to match the best development strategy.Finally,the logistics measures for the development strategy of S Hospital Medical Consortium were formulated in terms of organizational structure supporting,operational management supporting and human resources supporting.By far,the development of different medical consortium is still being tried out,different environments and policies in different places,as well as the contradiction between the public interest of public hospitals and the own development,make the reality that there is no fully applicable strategic model for medical consortium at present.Therefore,the study of S Hospital Medical Consortium is not only important for the organization,but also expands research ideas for the construction of hierarchic care in other regions.
