Bibliometric Research On Medical Security Policy For Chronic Diseases In China

Objective: To construct the policy database of medical security for chronic diseases in China,and to analyze the changes of the numbers,types,subjects and themes of the medical security policy for chronic diseases in China.To explore the evolution process and characteristics of chronic medical security policy,to provide reference for the formulation and improvement of China’s chronic medical security policy.Methods: Search the Pkulaw database and the websites of various ministries and commissions of the central government,and build a policy database of medical security for chronic diseases by releasing relevant policy documents on medical security for chronic diseases before June 30,2022.By using methods commonly used in bibliometric research such as social network analysis,co-word analysis and cluster analysis,combined with software such as VOSviewerv1.6.18,Ucinet6.0 and COOC13.4,this study analyzes the number,type,subject and theme of China’s chronic disease medical security policy,and presents the changes of China’s chronic disease medical security policy in a visual form.Results: In this study,the database of medical security policies for chronic diseases in China was used for this study,and it had a total of 234 policies with beginning and ending dates between 1978 and 2022.The results of quantitative analysis of policy papers show that the annual release of medical security policy documents for chronic diseases in China shows an upward trend,which has gone through the many stages,including the exploration stage,the initial formation stage,the rapid development stage and the strategic deepening stage.The results of the analysis of the types of policy documents show that the main policy types of medical insurance for chronic diseases at the national level are resolutions,decisions,orders/orders,announcements,notices,reports,opinions and responses,such as "notice" and "opinion",accounting for 64.53% and 29.49% respectively.The analysis results of the main body of policy documents show that among the policy literature issued individually,three departments,namely the State Council,the Ministry of Human Resources and Social Security and the National Health Commission,have issued the highest number of individual articles,with 66,21 and 19 policy articles respectively;among the policy literature issued jointly,the National Health Commission,the Ministry of Human Resources and Social Security,the National Healthcare Security Administration,the Ministry of Finance,the The Ministry of Civil Affairs and the National Administration of Traditional Chinese Medicine are at the centre of the social network analysis diagram,as they have issued more articles.The result of the analysis of policy theme change shows that China’s chronic disease medical security policy focuses on four aspects: enterprise workers’ serious illness insurance(1978-1997),urban and rural residents serious illness insurance(1998-1998),chronic disease grass-roots medical security(2009-2017)and chronic disease long-term prescription guarantee(2018-2022).Conclusion: In China,more and more departments are involved in the formulation and implementation of medical security policies for chronic diseases,and the contents of the policies related to medical security for chronic diseases are becoming more and more abundant.The country pays more and more attention to the development of medical security for chronic diseases.
