Study On The Implementation Of The Policy Of Community Pension Service For Elderly Patients With Chronic Diseases

With the aging of the population in our country increasingly serious,the government’s attention to the issue of pension has been strengthened.As the function of traditional family pension model is weakening and the development of institutional pension is not ideal,community pension as a new pension model has been continuously developed and improved in China.At the same time,under the influence of residents’ lifestyle and ecological environment,chronic diseases gradually replace acute infectious diseases as the main health problems of Chinese residents.In the face of elderly care and health problems,the government is committed to promoting the improvement of community care service policies for elderly patients with chronic diseases to meet the needs of elderly care services.However,there are problems and obstacles in the implementation of the policy,and it is difficult to achieve the desired effect.Therefore,an in-depth study of the implementation process of the policy is conducive to promoting the continuous improvement of the policy,promoting the effective integration and full use of social pension resources,and is of great significance to the improvement of the social pension service system and the development and enrichment of China’s pension model.This paper selects Smith’s policy implementation process model as an analytical framework,and studies the implementation status of community pension service policy for elderly patients with chronic diseases from four aspects: ideal policy,executive subject,target group and policy environment.Literature,questionnaire and interview were used to sort out the policy development process of Y City,and questionnaire survey and interview were conducted for community workers and elderly patients with chronic diseases in Y City.According to the research and analysis of the collected data,it is found that there are problems in the implementation of the policy,such as the lack of pertinence of the policy itself,the lack of professionalism of community workers,the lack of diversity of community pension service supply and the lack of social capital participation.Based on the theoretical perspective of development-oriented social policy and healthy aging,this paper further analyzes the causes of policy implementation problems,and points out that the problems are caused by the lack of development concept,lack of supervision mechanism,lack of comprehensive understanding of target groups and lack of diversified channels for raising funds.Finally,the corresponding countermeasures and suggestions are put forward from four aspects.In the ideal policy level,we should perfect the development-oriented pension service system;At the level of the executive body,the policy management system should be straightened out and the supervision and feedback mechanism should be established.At the level of target population,chronic disease health management should be introduced to improve the ability to resist risk.At the level of policy environment,social resources should be integrated to promote policy sustainable development.
