The prevalence of the basic medical and health services,essential to the health of the populace,is a significant indicator of social fairness and justice,a prerequisite of stable and healthy social development,an important method to promote the concept of shared development,and above all,a common wish of people,therefore making the equal medical service for all a hotspot topic in both central and local governments.From the new medical reform in 2009 with the goal of universal access to basic medical and health services to the efforts of the 20 th National Congress to promote healthy China all require equal access to basic medical and health services.The synergetic development within Jingjinji Metropolitan Region,one the three biggest metropolitan regions in China,was lifted to the level of national strategy in 2014,and as it moves into a new phase,promoting the synergetic development of medical and health services and realizing equal access to basic medical and health services not only benefits the socio-economic development,an inevitable tunnel to go through to practice the concept of shared development,but also promotes the more fundamental development with synergy of the Jingjinji Metropolitan Region,which is crucially relevant to the integration of the region.In this sense,based on the Jingjinji Metropolitan Region,this thesis selects thirteen cities within the region to analyze how accessible the basic medical and health services are in the region and what factors are in play,and bring forward concrete suggestions to achieve the goal of equal access for all based on the conclusion reached.First of all,the thesis uses a descriptive statistical method to analyze the distribution and utilization of medical service resources in the Jingjinji Metropolitan Region before constructing a review system with indicators of how accessible the services are;the entropy method is adopted to measure the review results with the index,which is taken as the dependent variable,and,combined with independent variables,the factors in play are empirically analyzed to find the weak spots.The conclusions of the thesis are as follows.Firstly,the supply of basic medical and health services within the Jingjinji Metropolitan Region looks promising but the disparity between cities remains.Secondly,the services within the region are slightly more accessible but only improved with neglectable margins.Thirdly,the skewed governmental expenses are the most relevant factor in the supply of basic medical and health services in the region,i.e.the governmental investment in medical and health services contributes the most to the disparity between cities.Based on the conclusions,the thesis brings up concrete suggestions to promote equal access to basic medical and health services.
